International Rescue Committee Senior Officer (Client Responsiveness and Accountability) Jobs in Kenya
Key ResponsibilitiesProgram Planning and ImplementationIdentify and design a combination of feedback channels which are appropriate to client and to the BILLY project, adhering to the standards in the IRC’s Client Responsive Programming Framework;
Administer and manage the feedback channels: this may include conducting surveys and facilitating focus group discussions, running meetings with communities or establishing a hotline etc.;
Manage and oversee the quality of the work of other staff members or research assistants when administering feedback channels on behalf of the project;
Facilitate access and provide support and input to specialist external consultancy firms running surveys and dialogues with clients;
Provide support, advice and training, where applicable, to BILLY colleagues on client responsiveness and management of feedback mechanisms;
Provide feedback on the use and recommend areas for improvement on the Client Responsive Programming Framework.
Establishment and relationship management of the Stakeholder Reference Group:
Lead the process of identifying suitable individuals to be represented on the Stakeholder Reference Group, in close coordination with BILLY colleagues; under the supervision of the ERD Coordinator
Bachelor’s Degree in relevant field required (e.g. International Relations, Development, Anthropology, Sociology); Masters preferred
Extensive experience of designing and managing feedback mechanisms (including surveys, focus group discussions, hotlines, suggestions boxes, open hours etc.);
Good knowledge of industry best practice in the design and use of feedback mechanisms
Understanding of the core principles of Accountability to Affected Populations (AAP) and Protection Mainstreaming;
Experience of designing and managing feedback / data management systems
Experience of analyzing and presenting data in a way that facilitates effective decision making
Ability to develop relationships with clients and community members, acting as a community liaison focal point
Driven, self-directed and the ability to manage multiple competing demands and commitments, and to work flexibly in a team
Creativity, curiosity and enthusiasm, and the ability to develop and test new ways of working and solutions to problems
Strong oral and written communications skills in English and Kiswahili.

International Rescue Committee Regional Director Jobs in Kenya
Strategy & Programs:
Oversee implementation of IRC’s Strategy 2020 across the regional portfolio. Ensure all country program Strategy Action Plans (SAPs) guide program design and operational decision-making, and are tracked and reviewed regularly.
Exercise overall responsibility for successful delivery and management of the regional portfolio, comprised of over 30 separate grants or contracts with an estimated annual budget in excess of US$ 42 million.
Ensure that programs are designed and implemented in support of IRC’s vision of cost effective, outcomes-driven and evidence-based interventions which are responsive to the local context and the priorities of our beneficiaries.
Support country teams to strengthen their partnership with relevant local civil society and government actors as an integral part of their program strategies.
Support the development of country business development plans which marry the priority outcomes identified in each country SAP with the priorities of existing and new donors.
Oversee the development of a robust measurement system across all country programs which drives better program implementation, reporting and decision-making.
Monitor the operating context in the Great Lakes region and ensure that programs respond new developments in a timely fashion – both through timely emergency responses in line with our global emergency strategy, and by adapting programs to stabilizing situations as appropriate.
Participate actively in organizational (HQ) efforts to coordinate and support delivery and improvement of Strategy 2020, representing both the Great Lakes region and
the wider International Programs Department as appropriate.
Relevant university degree required, graduate degree preferred.
Professional-level fluency in English and French required.
Extensive field experience leading humanitarian and post-conflict development programs with demonstrated ability to manage complex and often insecure working environments.
10 or more years of senior management experience with increasing levels of responsibility. Demonstrated success in overseeing sizeable, multi-year projects ($40 million+).
Demonstrated ability to plan strategically and implement long term goals while remaining adaptive and nimble to changed circumstance.
Demonstrated ability to motivate, retain and develop staff.
Strong financial and operational analysis and management skills, including project management.
Excellent diplomatic skills: the ability to effectively manage a variety of internal and external relationships, including donor relationships.
Ability to travel frequently, including to insecure and unstable environments.
Excellent written and verbal communication skills.

Leadership and Representation
Lead the country program by maintaining open and professional relations with colleagues, promoting a strong team spirit and providing guidance, oversight and resources to enable staff to perform successfully.
Ensure that the IRC remains a partner of choice for major international donors.
Develop and maintain a high level of understanding of donor priorities and planned funding.
Initiate and sustain strong, mutually beneficial and authentic partnerships with Kenyan organizations.
Seek out and pursue opportunities to raise the profile of the work of the IRC and its partners in Kenya, as well as the lives and the needs of the people the IRC seeks to serve.
Play a leadership role in efforts to improve humanitarian response coordination in Kenya.
Lead country program collaboration with colleagues in the IRC’s East Africa region to deliver regional programming and advocacy.
Graduate degree in a relevant field
At least ten years of progressively responsible international work experience, including at least three years in a leadership role at the Country Director level of multi-site, multi-sectoral operations in a complex operating environment
Experience of building personal networks at a senior level, resulting in securing new opportunities for the organization
Demonstrated successful leadership and management experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching
Proven experience delivering appropriate levels oversight of a portfolio consisting of a variety of complex, high-value donor-funded projects
Extensive representation and fundraising success, including prior experience with European, US and international donors
Experience of managing security in a complex and rapidly changing security context
Proven ability to negotiate and work with partner organizations. Experience with organizational capacity strengthening and partnership building helpful
Strong budget and fiscal oversight capacities
Established capacity to deal with ambiguity in stressful situations
Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes
A keen understanding of political complexities in Kenya
Ability to work and live in a sometimes insecure environment while maintaining a positive attitude
