Program Quality & Development

  • Develop program strategies in accordance with IRCs mission and program framework
    Ensure the consistent use of well managed assessment, design and proposal development processes
  • Promote a team approach and positive learning environment utilizing headquarters, country program and operations staff and partners to consistently enhance the quality of design and implementation

    Key Partner & Donor Relations

  • Develop IRC as a partner of choice for major local and international donors
  • Develop and maintain a high level of understanding of donor priorities, country plans and planned funding initiatives
  • Maintain and expand participation with key donors, host government, local stakeholders and relevant policy and coordinating bodies


    Responsibilities:

    Strategic Planning and Management

  • Working closely with the Regional Director, and regional team, develop a strategic direction and plan for the country program
  • Ensure that structures and systems are in compliance with IRC standards, and that they support program delivery and promote management coordination and efficiency throughout the country program

    International Rescue Committee Economic Recovery and Development Manager Jobs in South Sudan

    Background:

    IRC began working in South Sudan in 1989.

    South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination.

    The security situation remains fragile and testing operational challenges abound.

    IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.

    Major Responsibilities:

    Program Management & Development

  • Oversee all the Economic Recovery and Development interventions to ensure they are of quality and in compliance with the project proposal, the IRC’s response strategy as well as industry standards such as those defined by the SPHERE Project.
  • Work closely with the health, WASH, Nutrition, Protection and ICCM managers to propose and implement initiatives to improve the overall quality of the Economic Recovery and Development activities and monitoring activities.
  • Promote a culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning as well as to advocate on behalf of the communities with which we work.
  • Liaise with relevant vocational service providers to offer tailored vocational training at different levels (based on the results of the vocational needs and job market analyses), in order to be responsive to existing education and experience levels among the impact group.
  • Identify emerging employment opportunities presented by ongoing economic reforms and the associated increase in business activity.
  • Ensure IRC Economic Recovery programs are implemented using best practice tools for effective project cycle management (work plan, spending plan, procurement
    plan, etc.)

    Key Working Relationships:

    Position Reports to: Field Coordinator

  • Position directly supervises: ERD national team
  • Indirect Reporting: this position has a dotted “support” line to the Economic Recovery and
  • Development (ERD) Coordinator
  • Other Internal contacts: Field Coordinator, other Program Coordinators and Program Managers
  • Other external contacts: Relevant other stakeholders e.g. UN bodies, local and national authorities

    Qualifications

  • University degree; preferably an advanced degree in an appropriate field such as nutrition, agriculture, management, international affairs, or related topic;
  • Minimum of 5 years overseas experience, preferably in complex humanitarian and/or emergency settings.
  • Strong skills in Food Security program management and design;
  • Excellent program management, project planning, budget management and organizational, interpersonal, and communication skills;
  • Knowledge of and experience in working with and coordinating with international and national partner organizations;
  • Understanding of, and experience of applying relevant key tools and methodologies including Making Markets Work for the Poor, Minimum Standards for Economic Recovery methods in humanitarian settings.
  • Skills and experience in Livelihood development projects, including market assessments.
  • Must be able to work independently while being a strong team player with proven management and leadership skills;
  • Ability to work long hours in stressful, often insecure environments;
  • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity;
  • Fluency in English required (oral and written).

    Specific Responsibilities

    Program management and technical quality

  • Oversee the implementation of a mobile WPE program and its services and activities, ensuring they are of quality and meet international standards around supporting women and girl GBV survivors,
    specifically - GBV case management (tailored to a mobile response) Psychosocial support (PSS) activities within safe spaces Community outreach, participation and engagement
  • Ensure the design and implementation of all mobile WPE program aspects are directly informed by the voices of women and girls;
  • Proactively work with all relevant IRC departments to best ensure successful deployments of the Mobile Team, including – logistics, transport, supply chain/procurement, finance, HR, security and senior management;

    Requirements:

  • Must have a university degree in social work, social science, gender, or other related course, or equivalent in relevant work experience;
  • Must have proven GBV program and staff management experience and experience providing technical support on GBV programming, preferably in insecure locations;
  • Must have excellent GBV case management skills and have provided direct case management to GBV survivors;
  • Must have a thorough understanding of feminist theory and survivor-centred programming;
  • Experience in managing mobile teams, preferably including managing a GBV emergency response;
  • Demonstrated ability to multi-task and live and work well under pressure in unstable environment;
