Description

The Gender-Based Violence Sub-Cluster is a working group under the protection cluster that coordinates GBV prevention and response activities for the humanitarian response in South Sudan.

The GBV SC is Chaired by UNFPA and Co-chaired by an INGO partner on a rotational basis. International Rescue Committee will host the co-lead position for the period of 1 year with possibility of extension.

Other

  • Collaborate with the WPE coordinator to ensure adherence to IRC global standards
  • Undertake other relevant tasks as requested by the DDP

    Requirements

  • Master’s degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related
  • 5 years of experience in GBV programme management, experience working on GBV with multiple partners, knowledge and experience working with IASC and experience working in humanitarian settings - preferably in an acute emergency
    Previous experience Co-Leading a GBV SC or chairing a GBV Working Group strongly preferred
  • Prior training in gender issues and their application in international humanitarian or development settings
  • Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings
  • Familiarity with standards and guidelines for GBV programming, coordination, and data management

    International Rescue Committee Health Manager Vacancies in South Sudan

    Description


    RC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination.

    The security situation remains fragile and testing operational challenges abound.

    IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria as part of the greater former 10 states. The government of South Sudan has since created new states totaling to 28.

    Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.

    Main Responsibilities:

  • Program Management & Development
    Oversee the implementation of the health program and ensure that program goals, objectives, targets and activities are met, as stated in the donor agreed project work plans and log frames.
  • Prepare program work plans jointly with the CHD and in coordination with the HPF Coordinator and the Field Coordinator/Manager.
  • Ensure that the projects are properly monitored and evaluated. Conduct regular monitoring visits with the CHD to the various mobile clinics and static facilities as well as to the CHWs.
  • Ensure that the health program is implemented

    Job Requirements:

  • Health professional (MD with an MPH is preferred) with strong public health/primary health care background
  • At least 3 years of international experience in implementing and managing health programs, preferably in complex humanitarian and/or emergency settings
  • Background in situation analysis and health assessments
  • Strong ability to support and build the capacity of the health national team and strengthening of health systems (building the capacity of and working with local government counterparts)
  • Experience supervising a multi-national staff in a complex, insecure emergency setting

    Background

    Currently, IRC South Sudan implements programs in primary health care, community case management, women’s protection and empowerment, protection and access to justice and Economic Recovery and livelihoods.

    Overall purpose and Scope of Assignment:

    Through a consultative and field based process, the contractor will conduct the Market and livelihood Assessment, using a well-established and recognized methodology,to achieve the following specific objectives:

  • Analyze existing data and information about current refugees’ livelihoods to provide an overview of the income level, education, work experience and capacities, HHs expenditures, coping mechanisms and financial risks management strategies.
  • It should also provide a clear picture of the challenges and barriers that youths (disaggregated by age and gender) are facing in accessing specific business, vocational employment and self-employment opportunities in the target area with particular attention to gender considerations;
    Map market actors and institutions operating and delivering goods and services in the area; the accessibility of information, financial services, skill trainings and business service providers (i.e. microfinance and Job placement agencies).
  • Map existing markets and value-chains major imported and local commodities (Size of the markets, volume of sales, market integration/segmentation, supply and demand for products and services, etc.).
  • Identify sectors and value chains that are not overly saturated and present potential for growth, profitability and employment.
  • It should focus on sectors and businesses that are allowed to hire refugees.
  • Select key livelihood options which are market-oriented with the highest potential for self-employment and access to the people of concern.
  • Special emphasis should be placed on finding safe livelihoods options to refugees, where their entry into the business market will not cause tension with host community due to competition.

    Qualifications

  • Advanced University degree (Master Level) in Development studies, Development economics, Socio-economic studies, or other related field.
  • Additional areas of experience could include poverty reduction; economics, business administration or management.
  • Minimum of 5 years of relevant practical field experience within one or more of the following areas: Socio-economic and/or household economy assessments; risks and vulnerability assessments, Market assessments.
  • Experience and knowledge in livelihood programming in terms of business and life skill and vocational education and training, employment promotion, entrepreneurship building, private sector development, rural small business development; Income Generating Activities; Cash assistance.
  • Demonstrated experience in conducting assessments for planning and/or evaluation purposes.
  • Familiarity with established assessment and analytical tools is desirable (e.g. Household economy approach; Sustainable livelihoods framework; Market analysis; Minimum economic and recovery standards, etc).
