7. Senior Human Resource Officer

IPOA Grade 5

1 Position

Consolidated Salary KES.122,000 – 202,000

The Senior Human Resource Officer will be responsible to the Head of Human Capital through the Principal Human Resource Officer.

Job Description

Specific duties and responsibilities will entail:-


(i) Processing Human Resource Management issues and activities in compliance with the set HR policies and procedures;

(ii) Facilitating recruitments, appointments, promotions, placement/deployment, training and development, leave,
disciplinary and staff welfare;

(iii) Administration of salaries, allowances, gratuity and other benefits;

(iv) Maintaining an up to date human resource information system;

(v) Preparing and reviewing human resource management plans;

(vi) Undertaking training needs assessment and developing training plans and programmes;

(vii) Facilitating target setting and annual performance appraisal/evaluation;

(viii) Conducting periodic staff awareness programmes in areas such as medical, benefits and staff welfare;

(ix) Ensuring proper records keeping and HR registry management;

(x) Supervising, guiding, training and development of staff under him/her;

(xi) Provide HR administrative support to other units when required;

(xii) Updating staff medical and other insurance schemes; and

(xiii) Ensuring availability to the Authority of all Government human resource related regulations including legal and statutory requirements.

Profile:
  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.

    Required functional skills:

    For appointment to this grade, an officer must have:-
  • Served in the grade of Human Resource Officer for a minimum period of three (3) years or six (6) in a comparable and relevant position in the Public or Private Sector;
  • Bachelor’s degree in any of the following disciplines: Human Resource Management/Development, Industrial Relations, Business Administration (Human Resource Option) or equivalent qualification from a recognized Institution;
    OR

  • Bachelor’s degree in Social Sciences with a Higher Diploma in Human Resource Management or equivalent qualification from a recognized institution;
    IHRM Membership;
  • Certificate in computer application skills; and
  • Shown merit and ability as reflected in work performance and results.

    Required behavioural skills:
  • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Demonstrate high ethical standards;

    8. Investigations Officer

    Ref: IPOA/HR/19/2016

    IPOA Grade 6

    8 Positions

    Consolidated Salary KES.90,000 – 130,000

    The Investigations Officer will be responsible to Director, Investigations
    through the Head of Investigations. This is the entry grade for this cadre. An officer at this level will work under the guidance of a senior officer.

    Job Description

    Specific duties and responsibilities will entail:-


    (i) Undertaking investigations on allegations of misconduct, deaths and serious injuries to persons while in police custody, or which are the result of police action or inaction; or were caused by members of the National Police Service;

    (ii) Gathering and analyzing evidence and organizing it in statements, sets of records and facts;

    (iii) Gathering information and produce intelligence reports to inform investigations;

    (iv) Recording of statements from complainants, witnesses and suspects officers;

    (v) Ensuring safe custody of all investigative records and evidence in liaison with the Monitoring and Inspections Directorate;

    (vi) Conduct impromptu visits to stations during inspection tours to audit police investigations into complaints against the service;

    (vii) Conducting undercover investigations and surveillance operations;

    (viii) Carrying out sting operations especially where ongoing misconduct is reported to the Authority;

    (ix) Attending post-mortems;

    (x) Documenting all investigations in concise, factual and timely manner;

    (xi) Supporting prosecution process in court; and

    (xii) Any other duties as may be assigned from time to time.

    Profile:
  • Must be a citizen of Kenya.

  • A Bachelor’s degree in any of the following disciplines: Forensic Science, Criminal Justice, Criminology, Law, Political Science, Human Rights, Social Sciences or equivalent qualifications from a recognized institution; and
  • Ability to use computer application;

  • Candidates must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
