1. M &E Officer


Term: Full-Time 1-year renewable contract

Position Overview:
Heshima Kenya is a nonprofit organization based in Nairobi Kenya dedicated to identifying, protecting and empowering unaccompanied refugee minors, especially adolescent girls, through our specialized shelter, education and advocacy programs.

The position will report direct to the Country Director.

Primary Responsibilities:
  • Responsible for development and setting up effective programs monitoring, evaluation and research systems.
  • Responsible for establishment of an effective data management system, safe storage and retrieval of the data
  • Setting up Heshima Kenya Monitoring and evaluation framework and aligned program M&E plans
  • Providing technical support to program managers and their teams in development of program and project monitoring tools
  • Promote the standardization of M&E processes throughout the project cycle management, ensuring coherence and quality of information collected against planned results and activities.
  • Provides technical and surge support to the program managers/staff on M&E processes, outcome monitoring, quantitative and qualitative data collection and analysis for assessments, donor reporting and other processes
  • Provide technical advice and backstopping support to the Project Managers and contribute to the setting and monitoring targets for the project
  • Plan and execute project assessments, reviews and evaluations in coordination with the SPM and program managers.
  • Leads in all organization research work including supporting senior programmes manager in development of MER terms of references for external consultants
  • Lead the development of a system biased dashboard to facilitate projects access to relevant information from the data collected.
  • Establish and implement an Accountability Framework for target population with an ingrained Complaints Response and Feedback Mechanism (CRFM) for timely decision making and improvements to programming
  • Ensure standardization of tools for all the Project and to undertake regular Programme monitoring including carrying out assessments, establishing baseline surveys, documenting progress, conducting Post-Distribution Monitoring (PDM) and endline surveys and evaluations
  • Support senior programmes manager in reviewing project progress reports ensuring they reflect on outcomes and desired quality
  • Participates in development of Heshima Kenya project descriptions and Annual Operational Plan(s) and contributes to the organization strategic management

    Professional Qualifications
  • A masters degree in monitoring and evaluation, and or research / minimum of a university degree preferably in statistics, social sciences, development or other relevant discipline.
  • Minimum 5 years of experience designing and implementing M&E systems for international donor-funded projects
  • Good understanding of Project Cycle Management and highly skilled in outcome and impact monitoring.
  • Solid understanding of logical frame work is key to this position
  • Solid experience of work with windows based computer software, SSP, GIS, excellent at excel
  • Solid experience in programme monitoring and evaluation as well as ability to design M & E tools relevant to the education sector, social enterprise and development programs
  • Experience in conducting M&E activities in highly complex programs and for programme using community based approach (including data collection, statistical analysis, qualitative research, outcome monitoring and dissemination of results)
  • Experience in designing survey and research tools, organizing and delivering training workshops, managing community mobilization and advocacy activities for local non-governmental organizations
  • Ability to work closely with field based staff and experience in various staff training
  • High level of communication, interpersonal, representation and negotiation skills
  • Documented results related to the position’s responsibilities
  • Strong analysis skills (qualitative and quantitative) and critical thinking

    2. Senior Program Manager

    Will have overall responsibility of managing Heshima Kenya programs. The position is part of the senior country management team and reports directly to the Country Director.

    Primary Responsibilities:
  • Responsible for the overall management, planning, Organizing, assessing and implementing of all Heshima Kenya programs
  • Will oversee development and review of all programs and project description including setting up the timed programs planning cycle
  • Responsible for development of Annual Operational Plan and submission to the CD for approval
  • Coordinates relevant program activities towards achieving expected results in accordance with monthly, quarterly and annual the work plans in line with set organization standards and donor requirements.
  • Leads in development of concept notes and full proposal development for all programs ensuring they meet set donor requirements and standards before submission to the Country Director for final review and submission to donors.
  • Supports M&E coordinator in development and setting up effective programs monitoring and evaluation systems, research and setting up the appropriate structures to support in improving program quality, efficiency, effectiveness and sustainability.
  • Oversees establishment of an effective data management system and ensure proper management of the same by all programs for timely program delivery
  • Will be responsible for providing leadership to all the program managers and their teams by ensuring provision of technical support, timely and effective coordination, and supervision, conflict resolution, coaching and mentoring and management of all related disciplinary issues including taking appropriate actions on the same.
  • Will oversee all performance management issues related to all the programs under him/her
  • Ensure efficient and effective functioning of all program operations, including organizing program meetings, document the proceedings, and ensure timely management of information
  • Oversees the process of reviewing, consolidating work plans, reports and other documents from the program managers ensuring desirable quality and standards.
  • Will be responsible for development of terms of reference for all program evaluation and research work to be undertaken by consultants and submits to the CD for approval
  • Oversee all program research processes in the organization including review of final reports to ensure they are in line with the approved TofR and agreed standards before submission to CD and donors/partners
  • Prepares and compiles monthly and quarterly program progress reports inputting ultimate quality before submission to the Country Director, partners and donors
  • Ensures that all child protection issues are effectively handled; communicate relevant and urgent details to focal staff and any emergency cases to the Country Director.
  • Work closely with the support functions of finance, procurement, human resources and administration for effective coordination and support of program team in delivery of the program objectives
  • Support in strengthening Heshima Kenya’s referral network
  • Participate in partner and donor meetings, support donor outreach as may be designated by the supervisor.
  • Set dates and coordinates all program bi-weekly and monthly meeting
  • Undertakes any other assignments/tasks as directed /allocates by the supervisor

    Required skills, experience and academic qualification
  • Masters degree in project planning and management/business administration /any other social science discipline
  • First degree in any of the following disciplines: Sociology, social work, economics, anthropology, political science
  • Hands on experience and skills in project planning and management
  • Strong and proven hands on experience in Project Cycle Management Processes
  • Strong skills and experience in strategic planning and management
  • Practical understanding of various community participatory methodologies
  • Over 6 years experience working at senior management level in non - profit organizations
  • Proven and sound people management skills including team building skills, performance management, conflict resolution and management, coaching and mentoring
  • Good interpersonal relation and communication skills
  • Strong skills in proposal development and report writing
  • Monitoring and evaluation skills including setting up monitoring and evaluation systems
  • Good understanding of donor relations and current trends in nonprofit organizations
  • Good in negotiations
