CARE is a leading humanitarian organization fighting global poverty. We are seeking an experienced Program Manager to manage a complex program in South Sudan, with strong medical and protection technical expertise.

CARE is seeking a Program Manager who will provides day to day management to the project and ensures the intervention is implemented within its goals and objectives. S/he will support coordination with a number of international and local NGO’s working in the similar sectors – Health, Nutrition and GBV. The Manager reports to the Sector Coordinator and has 4 direct reports, national mobile team leaders and project officers.

The Program is a complex program operating in an extremely difficult operating environment, requiring
strong coordination among major stakeholders and players from both within and outside the project. The program is a one year program involving emergency mobile health, nutrition and protection interventions in conflict affected areas of South Sudan. The role will involve close security information and coordination.

The manager will need to have demonstrated experience managing programs in conflict affected countries, working with OFDA funded programs, leading diverse teams, and preferably with a public health and protection background. As the post is based in South Sudan, a high level of cultural sensitivity is required.

    Qualifications:

  • Masters of Public Health Management or Administration, or related field
  • A minimum of 3 year experience in managing health or protection projects in emergency contexts
  • Experience leading project implementation in a complex international development environment and/or conflict zones
  • Experience with USAID reporting, budgeting, procurement and project management procedures
  • Proven capacity to negotiate and work with governments at different levels
