Job Summary: Reporting to the Program/Platform Manager, the Project Manager; PBCT, will be responsible for providing strategic direction to the Securing Communities against Threats of Violent Extremism (SECURE) project within PBCT as well as the management of the staff, and ensuring that the project is responsive to the context and all its initiatives are based on sound external analysis.

Key Responsibilities

Specifically, the Project Manager – PBCT, will be responsible for but not limited to:

Program Management
  • Ensure SECURE project delivery across all components and in all states is continually informed by conflict/extremism context analysis and review, conflict-sensitivity, and that the programme’s peace building potential is maximized across its diverse settings.
  • Support the design and delivery of training curricula on violent extremism, countering terrorism, early warning and early response, conflict and peace-building themes, including human rights based approaches to countering terrorism strategies.
  • Design, in close collaboration with project partner agencies, focused capacity-building plans for civil society and state agencies around countering violent extremism/terrorism and conflict management themes;
  • Propose and implement, in conjunction with partner agencies, programming strategies to bring women, youth and other marginalized groups and individuals into countering violent extremism/terrorism peace-building processes;
  • Provide technical advice and input on monitoring strategies around violent extremism/terrorism/conflict themes.
  • Represent and ensure coordination between the Peace III program and the wider peace building sector in the region.
  • Act as focal point for technical support and training across the SECURE team including partners and external stakeholders in conflict sensitivity, conflict analysis and peace building processes
  • Lead in building linkages between civil society, county and national governments and cross border structures in the targeted areas.
  • Facilitate policy dialogues on mechanisms for regional collaborative approaches to Peace Building and Conflict Management.

    Financial management
  • Responsible for the SECURE budget within PBCT.
  • Provide oversight in budget preparation and tracking for all programs within SECURE.
  • Provide oversight for all expenditure related to grants and administration within SECURE.
  • Provide up to date advice to the PBCT Manager on the financial health of the platform.
  • Assist in oversighting the budgeting process for all proposals submitted within the platform.
  • Work closely with the Grants Manager in providing up to date reports on partner’s performance.

    Staff Supervision
  • In close collaboration with the HR Manager, provide leadership for the Performance Management of staff within SECURE and the PBCT Platform in general as requested.
  • Provide mentoring and technical support to program officers and ensure that officers supervising others do the same.
  • Ensure that staff within SECURE are adequately supported to develop objectives and work-plans in line with their agreed objectives.
  • Ensure that staff within SECURE are adequately appraised.
  • Provide advice and technical support to the project team.

    Capacity development
  • Work closely with PBCT Manager and Capacity Development Manager in delivering programs that are responsive to Act!s Capacity Development approach.
  • Ensure technical quality of capacity development components of
    SECURE project within the platform.
  • Assist where necessary in developing and operationalizing various capacity development initiatives including facilitation and training as required, and reviewing all technical training and facilitation guides produced by the programs.

    Monitoring Evaluation Reporting and Learning
  • Take lead in drafting project progress reports like Bi-Weekly, Monthly (Financial narrative report), Quarterly, Semi-Annual, Annual and end of project reports
    Design and operationalize project level MERL plans.
  • Assist in the development of publication materials and liaise with publicists for production.
  • Working closely with PBCT and MERL Managers, coordinate research initiatives within the project and work with consultants on final products.
  • Participate in setting program targets in line with overall strategic goal of the program.
  • Provide up to date reporting to partners including beneficiaries and donors.

    Representation and networking
  • Establish and maintain regular contact with beneficiary groups and partner organizations, and to liaise and co-ordinate with the appropriate government and non-governmental bodies whenever appropriate to ensure successful project progress.
  • Negotiate collaboration with partner institutions and government departments in support of Act!
  • Represent the program and Act! at meetings, forums and processes to stay up to date with unfolding events or issues and ensure that Act! is best placed to advise donors and other stakeholders.

    Qualifications, Experience and Essential Skills

    The minimum required academic and professional skills for the jobholder to perform successfully in their job:

    Academic Qualifications
  • Bachelor’s Degree in social sciences, peace studies or related field. A master degree in the relevant fields will be an added advantage.

    Professional Qualifications
    Post graduate qualification in Project Management or specialized subject area relevant to the project sector desired.

    Experience
  • At least 7 years’ experience in project management with proven track record, including budget oversight, grants management, proposal development, reporting and relationship building

    Essential Skills
  • Advanced level in written and spoken English.
  • Excellent people management skills.
  • Excellent Public Relations and representational skills.
  • Highly proficient in Ms Word, Excel, Access, Power-point and the use of Internet for research.
