Job Purpose:
Manage all WatSan construction projects within the Tonkolili and new district operational areas;
Assist the Engineering Coordinator with other construction projects as work load/need demands.
Manage and initiate further development in the soft side of Watsan, i.e. hygiene promotion.
Main Duties And Responsibilities:
- Manage the Watsan Construction component, staff and budget in Tonkolili District and new District 2006 – 2008.
- Prepare engineering designs, technical drawings, contract documents and bill of quantities for works to be undertaken.
- Selection of competent contractors through standard bidding procedures.
- Coordination of software component associated with Watsan Construction such as hygiene promotion and well maintenance committees including community choice of technology with sustainability/ ability to pay considerations;
- Assist in the recruitment and training of national staff construction team in management techniques and provide technical guidance and ideas on construction issues; includes overseeing the training and technical guidance of target communities in latrine and other construction.
- Take the lead on the Watsan component in assessments of new villages and in the also in the new District in 2007 for implementation in 2008;
- Attendance at the INGO WatSan forum in Freetown and input into the development of the National Watsan policy and Concern WatSan policy.
Person Specification
Essential:
- Civil engineering qualification with emphasis on water & sanitation and other community structures.
- At least 2 years field experience in WatSan activities in a development context
- Collaboration skills with local, national and civil society stakeholders; patience and understanding at working with local community groups; Good interpersonal skills; Good understanding of development issues with emphasis on participation and sustainability;
- Sense of humour; Common sense and team approach
- Experience with the software components associated with WatSan
construction work: organising community groups; capacity building & training on both technical and institution building aspects.
Desirable:
- Training/ post graduate qualification in public health matters and use of participatory methods – assessment/ management & monitoring etc
- Monitoring and Evaluation abilities; participatory training methods
