Position Title: Information Technology (IT) Manager

Duty Station: Nairobi, Kenya

Duration: 1 year, renewable

Availability: Immediately

Role: Provide technical IT and Information Management Support to the Regional Office and the field locations.

Main Responsibilities and Duties

  • Responsible for the management and administration of all the servers within VSF Belgium.
  • Participating in the definition, designing, testing and implementation of new IT hardware and software standards for VSF Belgium.
  • Manage all the databases that run in the main server.
  • Responsible for the management of databack-ups in regional office and field location.
  • Manage the VSFB helpdesk in the Nairobi and Field Offices by giving comprehensive technical support
  • Responsible for all the I.T related equipment and records.
  • Responsible for maintenance and troubleshooting the area networks within VSF Belgium.
  • Manage the antivirus application within the organization.
  • Train and capacity build the staff on basic I.T skills.
  • Participation in I.T related procurements and tender committees within VSF Belgium.
  • Maintenance of the VSF Belgium Document Management systems (DMS).
  • Participate in the development of VSF Belgium I.T policies and procedures and ensure they are adhered to by all users.
  • Responsible for ensuring compliance with relevant legislations e.g. copyright and intellectual property.
  • Participation in project proposal planning and development.
  • Coordinate the development of the knowledge management within VSF Belgium.

    Essential or Minimum Requirement

    Education: University Degree in IT related field

    Knowledge and experience

  • At least 3 years relevant working experience.
  • Applicants with Professional Certificates such as MCSE and MSQL 2005 are highly desirable.
  • Microsoft windows 2003/2008 server/MS Exchange Server 2003/2007/ ISA server 2006.

    Skills

  • Extensive knowledge of PC hardware\software support, configuration and troubleshooting;
  • Extensive knowledge of Networking (LAN)
  • Knowledge of client server technology and general network connectivity and maintenance issues (e.g., servers, switches, routers, Ethernet cabling, PABX support)
  • Excellent interpersonal, communication and facilitation skills.

    Position Title: Procurement & Logistics Officer

    Duty Station: Kampala, Uganda

    Duration: 1 year, renewable

    Availability: Immediately

    Role

    Responsible, for the systematic execution of procedures for timely and cost effective purchasing and distribution of all goods and services required for VSF Belgium projects, having regard to organizations procurement policy, donor regulations and generally accepted ethical policies and legal requirements.

    Main Responsibilities and Duties

  • Responsible for smooth movement of cargo/staff between Kampala and field stations/offices.
  • Responsible for smooth and constant communication flow between Kampala and field stations on daily basis.
  • Over see flight bookings and travel management, movement of PAX/cargo
  • In charge of stores and ensure correct inventory reports are submitted in a timely manner.
  • Provide logistical support to the VSF- B projects operating in Uganda.
  • Responsible for local procurement and liaise with the Regional office for international procurement and receipt of supplies.
  • Responsible for monitoring vehicle movement and maintenance.
  • Adhere to VSF-B policies and procedures on procurement, ordering and receipt of supplies
  • Responsible for the management and control of assets in the Kampala office.
  • Responsible for knowledge management within VSF Belgium.

    Essential or Minimum Requirements

    Education

  • University Degree in Bachelor of Commerce or Economics or Business administration
  • Diploma or Higher Diploma in Purchasing and supplies management from the Certified Institute of Purchasing and
  • Supplies or its equivalent.

    Knowledge and experience

  • Minimum of 3 years experience in purchasing, logistics or supply chain management
  • Experience in a busy procurement and logistics office
  • Knowledge and working experience with inventory and stores management, customs procedures, clearing and forwarding
  • Working experience with an NGO or private sector will be an added advantage,

    Skills

  • Competency in use of Microsoft applications especially Excel and Word
  • Excellent interpersonal and communication skills
  • Good writing skills

  • Managing stationery, office supplies and kitchen inventory.

    Position Title: Finance Officer

    Duty Station: Kampala, Uganda

    Duration: 1 year, renewable

    Role

    The Finance Officer provides overall support to the accounting function of VSFB.

    Main Responsibilities and Duties

  • Responsible for reviewing expenditure prior to approval of payment by ensuring accuracy and completeness of supporting documentation.
  • Responsible for booking and reconciliation of Supplier accounts, client accounts, payroll and other General Ledger accounts.
  • Responsible for generating the monthly monitoring reports for projects
  • Participate in the preparing the annual budgets.
  • Responsible for preparation of sales invoices and reconciliation of client accounts.
  • Coordinate and liaise with banks, suppliers, Govt departments and other relevant authorities.
  • Responsible for preparation of the Audits and financial reviews of partner NGO’s.
  • Participate in the preparation of financial donor reports by ensuring compliance with donor regulations.
  • Participate in the preparation of the annual budgets.
  • In charge of backups of VSFB electronic accounting files.
  • Participate in development of the finance policy and procedures manual.
  • Responsible for compliance with VSFB and donor procurement procedures and policies are adhered to.
  • Responsible for knowledge management within VSF Belgium.

    Essential or Minimum Requirements

    Education

  • University degree in Bachelor of Commerce — Finance option
  • Relevant accounting qualifications i.e. CPA (K) or ACCA equivalent

    Knowledge and experience

  • At least 3 years financial management experience in a busy office.
  • At least 3 years of experience in a middle level management position
  • Experience in managing and coaching a team.
  • Experience in developing and implementing systems
  • Experience of working in other countries and with an NGO will be an added advantage
  • Experience in the use of one or more accounting software packages and accounting in different currencies.
  • Knowledge of donor rules and regulations i.e. ECHO, USAID, EU,DFID
  • Knowledge and experience with the International Accounting Standards (IAS)

    Position Title: Project Manager

    Duty Station: Moroto, Uganda

    Duration: 1 year, renewable

    Availability: Immediately

    Role

    The Project Manager will manage and coordinate the implementation of projects in Moroto..

    This will involve: the coordination of partner activities. Provision of both technical and strategic leadership; ensuring efficient project development and management; ensuring that systems and procedures are in line with VSFB policies, VSFB strategy, donor and legal requirements.

    The Project Manager reports to the Country Director- Uganda.

    Main Responsibilities and Duties

  • Responsible for the overall management and implementation of the project
  • Create and organize the necessary infrastructure and work plans for successful project implementation.
  • Responsible for project budgets and controlling its correct expenditures, in accordance with donor guidelines and project contracts.
  • Monitor project activities including, reporting to donors through the Kampala Office.
  • Supervise, manage and support project staff and conduct annual staff appraisal
  • Participate in recruitment of staff for their respective projects, whilst ensuring comprehensive induction and overall management of staff performance.
  • Participate and contribute in financial planning, reporting, budget reviews and project extension requirements.
  • Support internal and external audit processes, monitoring and evaluation of his/her projects
  • Provide quarterly project progress report and financial project reports to the Country Director- Uganda and Finance Manager.
  • Representation of VSFB at local, national and regional levels.
  • Ensure effective communication and information flow within the project Kampala office and the Regional Office Nairobi.
  • Participate in relevant development networks
  • Responsible for knowledge management within VSF Belgium

    Essential or Minimum Requirements

    Education

  • University degree in management and /or development related field
  • Post graduate training in organizational development, livestock development, community based, participatory approaches, and/or financial management.

    Knowledge and experience

  • Expertise in Drought preparedness and contingency planning
  • Experience of working in other countries is an advantage
  • Good knowledge of project cycle management
  • Proven experience of managing partners
  • Experience with proposal writing
  • Very good knowledge of ECHO rules and regulations
  • Experience with managing budgets
