Project Management Specialist, Agricultural Markets and Value ChainsThe United States Agency for International Development (USAID) East Africa Mission seeks to fill the position of Project Management Specialist, Agricultural Markets and Value Chains in its Office of Regional Economic Growth and Integration (REGI). The position is open to qualified Kenyan citizens and is based in Nairobi. The selected candidate will be required to travel within the East Africa region. Basic Function of the Position: As a member of the Agriculture and Food Security Team in REGI, the incumbent will assist in the development and management of projects funded through the Feed the Future Initiative, designed to address increased market opportunities, and enhanced trade flows of targeted staple food commodities along principal transit corridors in East Africa. He/she will provide analytical and knowledge support; ensure coordination and leverage with other technical programs; provide technical support services to African regional partners and USAID bilateral missions; represent USAID with partners and with representatives of governments and regional organizations; and perform a range of other tasks as required.Required Qualifications: Any application that does not meet the minimum requirements stated below will not be evaluated. Education: A Master’s degree in agricultural marketing, agribusiness, agricultural economics, business administration, international development, or a closely related field.Prior Work Experience (40% of evaluation criteria): A minimum of five (5) years of experience in implementing development programs, managing donor programs and/or working in the development sector. Proven ability to implement programs in a developing country that result in increased agricultural market competitiveness and private-sector-led growth.Demonstrated ability to broker alliances between the public and private sectors, and to ensure that trade policies incorporate the private sector perspective.Language Proficiency: Fluent English is required. The applicant must demonstrate ability to prepare well-written reports in English.Knowledge (30% of evaluation criteria): Thorough understanding of the key challenges faced in East Africa, and a proven ability to develop and implement innovative solutions to such challenges. Proven ability to support market-driven solutions in the planning and development efforts of public sector officials, particularly regional economic communities, such as East Africa Community and Common Market for Eastern & Southern Africa.Skills and Abilities (30% of evaluation criteria): High quality organizational, interpersonal, planning, writing, and oral communication skills; self-motivation and the ability to work independently in an efficient and timely manner; analytical and problem solving skills; and ability to work in a cooperative, team-oriented manner. Ability to shepherd projects in various stages of design and implementation. Project Management Specialist, Agricultural Statistics, Technology, And InnovationBasic Function of the Position: As a member of the Agriculture and Food Security Team in REGI, the incumbent will provide analytical, statistical, and knowledge support to keep the evidence base up-to-date, and to compile evidence of outcomes and impact. He/she will draw both on published data sources and on the work of REGI’s partners, and will produce analyzed charts, tables, and other outputs. In addition, he/she will keep abreast of the literature on innovations in agricultural technology relevant to the region, and promote innovations that show promise to improve regional food security. The incumbent will assist in the development and management of regional programs funded through the Feed the Future Initiative. He/she should have demonstrated experience in working collaboratively with public and private sector partners to leverage investments in agricultural development.Skills and Abilities (30% of evaluation criteria): The incumbent must have good oral presentation and writing skills. He/she must be able to summarize complex quantitative information from multiple sources in graphs and tables, and combine it with text to clearly explain the underlying reality. Program Management Specialist - Climate Change AdaptationBasic Function of the Position: As a member of the Global Climate Change and Environment Team in REGI and working under the direction of the Regional Climate Change and Environment Team Leader, the incumbent will Provide expert technical and policy advice and serve as technical lead on issues related to climate change adaptation and transboundary natural resource management, including freshwater biodiversity conservation and integrated water resource management; Offer strategic direction for USG-funded activities that foster improved climate resiliency/adaptive capacity; Deliver technical support services to African regional partners and USAID bilateral missions;Represent USAID with partners; Facilitate donor coordination; engage in policy dialogue with senior representatives of regional-level governments and implementing organizations; And perform a range of other tasks as required.Required Qualifications: Any application that does not meet the minimum requirements stated below will not be evaluated.
