The Education Project Manager

Norwegian Refugee Council (NRC) has been present in Somaliland since early 2004 and started implementing Education and Shelter projects for IDPs, refugees and local population.

The overall objective for the Somalia programme is to enhance protection and promote the rights of the displaced people in humanitarian need by improving living conditions and seeking durable solutions.

The Education Project Manager (PM) is responsible for the overall planning and implementation of the Education project in Puntland State of Somalia and shall work under the guidance of the Puntland Area Manager.

Job Description:

  • In close collaboration with the Area Manager and other project Managers, expand, develop, coordinate and manage NRC’s education project in Puntland.

  • Work closely with the local staff of Education Sector partners in Ministries, UN agencies, local Institutions and Non Governmental Organisations

  • Monitor, evaluate and suggest changes and improvements in the education project based on observations and discussions with the education staff and the Area Manager.

  • In cooperation with the Area Manager, be overall responsible for the recruitment of the National Education staff

  • Assess capacity building needs among education staff, MOE, local resource persons and partners in Puntland and discuss actions with the Education Team and Area Manager

    Requirements:

  • Advanced degree in education or related field of study

  • Experienced field worker with background from complex emergencies, and with experience from working in a difficult security environment, including in coordination with UN agencies

  • Experience in administration, finance and personnel management

  • Experience from development of proposals and budgets

  • Experience from advocacy work

  • Extensive knowledge on the situation in Somalia

  • Fluency in English and Somali

  • Computer skills, including database knowledge, is essential

  • Holder of a valid international driver’s licence Deadline: 9th October 2009
