TANATHI Water Services Board (herein after referred to as ‘TAWSB’) is a State Corporation under the Ministry of Environment, Water and Natural Resources created under Section 51 of the Water Act, 2002 vide Legal Notice No. 69 dated 4th June, 2008.

Technical Manager

Duties and Responsibilities

  • Direct, coordinate, control and manage the company operations and maintenance of infrastructure in order to supply water and sanitation services to the required standards and in compliance with the company policy while meeting cost and other delivery targets.
  • Develop departmental policies, plans strategies and action plans that are geared towards keeping with the overall company mission and objectives.
  • Provide high quality water to domestic, commercial and industrial customers.
  • Develop customer focus on provision of service by maintaining good working relations with customers.
  • Manage the company assets such as plant, machinery through effective maintenance program.
  • Liaise with consultants, contractors and other relevant professionals in the infrastructure development.
  • Ensure development of departmental staff through training.
  • Preparation of proposals for investment plan.
  • Preparation of proposals to donors for funding.
  • Evaluation of proposals for tender documents.
  • Supervision of civil engineering works.
  • Adhering to design and construction standards.
  • Be active in reduction of technical water loses.
  • Any other duties as may be assigned from time to time.

    Qualifications and Skills

  • University degree in Civil Engineering or Higher National Diploma from a recognized University
  • At least 5 years experience in busy organization 2 years of which must have served in a senior management position
  • Experience in management of water and sanitation services which include project planning, design, monitoring and implementation of contracts and knowledge of water sector reforms
  • Proven and demonstrated leadership, integrity , managerial and administrative skills
  • In-depth knowledge and experience in operation and maintenance of water supply systems;
  • Good communication and interpersonal skills;
  • Ability to work under pressure;
  • Demonstrated ability to manage and motivate staff.
  • Effective interpersonal, communication and negotiation skills
  • Proven ability to work under minimum supervision.

    Finance and Administration Manager

    Duties and Responsibilities

  • Efficient accounting systems and utilization of resources.
  • Maintenance of accurate accounting records and custody of Accountable documents.
  • Ensuring timely and accurate preparation of the payroll.
  • Analyzing performance in terms of revenue and expenditure.
  • Ensuring timely remittance of the statutory requirements to various bodies e.g. KRA, NHIF, SACCOs, RBA etc.
  • Recording cash books and ledgers and ensuring accuracy in the input of data to computer.
  • Ensuring that cash/ cheque received is banked as per approved procedures.
  • Ensuring preparation of accurate payment vouchers and accounting statements.
  • Ensuring proper human resource management.
  • Performing any other duties as may be assigned from time to time.

    Qualifications and Skills

  • An undergraduate degree in accounting, economics, commerce or a business related field.
  • A masters Degree in Finance, Economics and Accounting or its equivalent will be an added advantage.
  • CPA (K).
  • Registered Member of ICPAK.
  • At least 5 years experience, of which 2 years must have been head of finance in a busy Organization.

    Internal Auditor

    Duties and Responsibilities

  • Verifying utilization of Board’s resources;
  • Carrying out audit checks to verify payments; ensuring validity and accuracy of payments and purchases;
  • Implementing financial and resource use policies and regulations;
  • Developing internal audit control systems;
  • Undertaking audit investigations as may be required;
  • Preparing audit plans and reports; and following up on implementation of recommendations.

    Qualifications and Skills

    For appointment to this grade, a candidate must have:-

  • Served in a relevant and comparable position for a minimum period of three (3) years;
  • Bachelors degree in any of the following disciplines: – Commerce (Accounting/Finance), Business Administration or its equivalent qualification from a recognized institution;
  • Part III of the Certified Public Accountant (CPA);
  • Proficiency in MS office.
  • Shown merit and ability as reflected in work performance and results.

    Managing Director

    Duties and Responsibilities

  • To provide leadership in the Company to achieve objectives, prosperity and sustainability.
  • Responsible for implementation/ supervision of the company’s policies and project proposals when they are funded.
  • Responsible for Co-ordinating the Technical, Commercial and Financial functions of the company for its smooth running and operations and also in the best interest of the company.
  • Design a Monitoring and Evaluation system to track performance.
  • Identify the rural and urban poor areas within the Company’s area of jurisdiction and prepare intervention proposals to alleviate their need for water and sanitation services.
  • Uphold and safeguard the legal existence and independence of the company in the discharge of its mandate.
  • Any other duties which may be assigned from time to time by the Board of Directors of the Company.

    Qualifications and Skills

  • University degree in the following fields of study, Civil Engineering, Finance and Business Administration.
  • Has a minimum of five (5) years experience in Utility Management and/or service Industry.
  • Three (3) years minimum experience in Senior Management of Water and Sanitation Services which include project planning, design monitoring and implementation of contracts and knowledge of Water Sector Reforms. Business management knowledge will be an added advantage.
  • Eligible for registration/registered with IEK and EBK.
  • Good Public relations skills as well as interpersonal skills.
  • ICT Literacy.
  • A member of a professional body i.e. ICPAK for Finance and Business Administration.
