Head of Mission

Tasks and Responsibilities

Programme Development:

  • Guide the development, alongside the Deputy Head of Mission (DHoM), of the annual Strategic Programming document according to the security context, the humanitarian situation analysis, and the capacity of the organisation
  • Ensure all programmes fall within the framework of the Strategic Programming document
  • Coordinate programme activities with national authorities, UN agencies, and other international organisations
  • Provide guidance on programme development; review draft concepts and proposal documents for field validation before submission to HQ
  • Develop and maintain contact with INGOs, donors, UN agencies and local authorities

    Programme Quality Management:

  • Ensure high-quality implementation of projects within specific time frames
  • Ensure optimal use of financial, human and logistics resources
  • Ensure the preparation of regular reports for HQ, donor agencies and partners
  • Oversee the management of grants and assure timely grant reporting that clearly addresses the stated goals and objectives and relates expenditure to activities
  • Directly supervise the Financial and Administrative
  • Coordinator to ensure that all accounting and financial reporting requirements are respected
  • Facilitate all audits and follow up on all audit recommendations

    Representation, Coordination and Donor Relations:

  • Responsible for fundraising for all future programmes in South Sudan
  • Represent SI and participate in the NGO Forum, humanitarian coordination forums, relevant Clusters, donor meetings, etc.
  • Maintain close relationships with donor representatives, sharing information and ensuring SI's priorities and strategy are well known

    Communication and Capacity-Building:

  • Ensure that proper channels of communication are maintained and respected inside the mission and between the mission and HQ
  • Provide regular and detailed reports to HQ on all key security, programmatic, country, staff and humanitarian issues in the form of weekly and monthly reporting packages
  • Obtain prior authorization from HQ for all new grants and contracts, international staff hiring and promotions and resource commitments
  • Develop, maintain and distribute regular programme brochures, informational flyers, thematic reports, programme fact sheets, etc. to key stakeholders in South Sudan

    Human Resource Management:

  • Provide leadership, promote professional working relationships, and encourage staff
  • Lead the country coordination team through regular coordination meetings, ensure strong technical support , and supervise proposal/report drafts
  • Participate in the selection of new staff in collaboration with HQ
  • Conduct and monitor regular staff evaluations, follow-ups, job description updates, and standard procedures for interviews and applicant selection
  • Conduct briefings and debriefings with incoming and outgoing staff
  • Oversee the planning and implementation of internal training initiatives
  • Identify and resolve staff conflicts and concerns in a timely manner
  • Ensure that all personnel adhere to Code of Conduct

    Security:

    In collaboration with Field Coordinators and Logistics Coordinator, the HoM has the overall responsibility for the safety and security of all SI personnel employed in the country.

  • Cooperate with the UN and any other relevant agencies/partners to gather and analyse updated information on security issues
  • Ensure the development of a relevant security information network across the country
  • Develop and implement security policies
  • Conduct regular discussions to identify and determine approaches to address staff stress levels and sense of personal security

    Candidate Profile

  • Masters' degree or equivalent in law, political science, international organization management or project management or a relevant field
  • Fluent English (written, spoken and read)
  • Minimum of 3 years of experience developing and managing sustainable relief programmes (conflict and post-conflict settings), with specific skills in strategic planning, assessment, programme design and development, and monitoring and evaluation
  • Proven experience working in countries in political transition and insecure environments
  • Significant knowledge and experience of grant writing and management for major institutional donors, including: OFDA/USAID, ECHO, DFID, UN Agencies (IOM, UNICEF, FAO, WFP, UNJLC, etc) and pooled funding mechanisms, such as CHF
  • Ability, acquired through experience, to professionally and appropriately represent the organisation and negotiate and defend SI's interests with a diverse range of government officials, departments and ministries, civil society organisations, and other international organisations
  • Significant experience of building and supervising large and culturally diverse teams of expatriate and national staff
  • Excellent communication, organisational and prioritisation skills and the ability to multi-task and support and/or fill multiple positions at one time
  • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members

    Tasks and Responsibilities

    Coordination and strategic orientation:

  • Monitor and analyze the humanitarian, political, cultural, social and economic context
  • Propose and develop an operational strategy consistent with the association's policies and population's needs
  • Define a plan of action for putting this strategy in place
  • Propose new operational directions as contexts change

    Relevance and operational quality / operations monitoring:

  • Guarantee the coordination, development, monitoring and evaluation of programs implemented on the mission
  • Ensure the relevance, quality and consistency of programs
  • Ensure that programs are implemented in accordance with annual operational strategy, Solidarités International technical requirements and financial donor criteria

    Resource management:

  • Propose and organize the Human, financial and logistic layout of the mission

    Human Resources Management:

  • Build and maintain team dynamics that enable Solidarités International objectives to be carried out effectively in the country

    Security:

  • Be responsible for the security of all teams and property on the mission, under the supervision of the HQ Desk Officer
  • Monitor and analyze the security situation and ensure that teams clearly understand it
  • Ensure every new arrival on the mission receives a geopolitical and security briefing
  • Ensure that documents and procedures relating to security are regularly updated
  • Ensure that everyone complies with security rules and procedures on the mission
  • Ensure that a permanent security watch is put in place
  • Deal immediately with any security incidents that may occur on the mission and alert HQ without delay

    Relationships with financial donors / fund-raising:

  • Monitor and analyze financial donor strategies
  • Actively assist in fund-raising and ensure the mission's financial stability
  • Strengthen relationships between Solidarités International and financial donor representatives

    Internal and external communication:

  • Ensure that deadlines are adhered to and that documents produced by the mission are of good quality
  • Ensure compliance with formats and procedures in internal reporting
  • Organize coordination meetings on a regular basis
  • Ensure that key operational information is circulated correctly, on the mission and between the mission and HQ

    Representation:

  • Act as the Solidarités International official representative in the country for aid workers, local political and administrative authorities, the civil society and the media

    Candidate profile

    Education:

  • Humanitarian Assistance or Management/HR related diploma (undergraduate or master's degree) or equivalent experience

    Experience:

  • Minimum 3 to 5 years with an INGO specialized in humanitarian assistance
  • Previous experience in similar positions, preferably with experience of conflict/post-conflict settings
  • Experience of designing LRRD / emergency program exit strategies strongly recommended

    Technical skills and knowledge:

  • Knowledge of program management (including logistics and administrative aspects) and security management required
  • Knowledge of Solidarités' procedures is a great advantageStrong skills in team management and staff capacity-building highly appreciated

    Program Manager - Afmadow, Bardera, Adaado

    List of main tasks include, but are not limited to the following:

    Team Management

  • Recruit, train, mentor and manage the staff under his /her direct responsibility
  • Prepare and update job descriptions for staff under his/her responsibility
  • Evaluate the skills and performances of the staff under his/her responsibility
  • Complete detailed activities plan of the sector in collaboration with the sector team

    Project development

  • Work closely with the Field Coordinator under the advice of the WASH Coordinator to complete detailed activity plans and other sector reports for the project
  • Take lead role in carrying out sector needs assessment and propose best strategies of interventions and implementations
  • Contribute to the development of the Program strategy in accordance with the SI Somalia country strategy plan

    Project Management

  • To ensure correct implementation of WASH activities specific to borehole rehabilitation
  • To be responsible for the construction/rehabilitation of rainwater catchments and ensure efficient and effective quality of the work
  • To control the development and progress of SI’s WASH program in Adaado (progress indicators, relevance and efficiency) and to adjust activities and processes in relevance to the field situation and budget availability through undertaking regular reviews
  • To plan and supervise the implementation of relevant and effective hygiene promotion activities
  • To ensure adherence to the budgets with objectives and activities agreed jointly with the financial staff in the field and in Nairobi office
  • To be responsible for program reporting to the Field Coordinator according to SI and donor reporting regulations
  • To facilitate the collection of baseline, project monitoring and context monitoring data by WASH field staff

    Logistics / Administration

  • To prepare purchase requests for materials in liaison with logistics and administration personnel, including the provision of detailed specifications for all requests
  • To plan movement and transport needs of the WASH team
  • To prepare weekly transport and access plan to work sites for SI staff and have it validated in terms of security by the Field Coordinator
  • To validate movements of WASH materials in and out of stock and to ensure timely deliveries of materials to worksites
  • To monitor WASH budgets and expenditures, and to contribute to monthly budget monitoring reports to enure efficient and effective use of the available budget allocations
  • To project WASH needs in terms of cashflow forecast for the Project

    Reporting, Monitoring and Evaluation

  • Prepare sector reports and ensure timely submission to the Field Coordinator
  • Monitor regularly the progress and the timely implementation of WASH activities as outlined in the project documents.
  • Develop the necessary monitoring and evaluation tool kits to check the success of the project
  • Participate in writing new propositions of humanitarian actions including proposals and concept notes according to the needs of target population
  • Document lessons learnt on strategic approaches (procurement, payment, recruitment, implementations, planning etc…)
  • Ensure that Solidarités’ management tools are properly used in the planning and implementation of WASH activities

    Qualifications and experience requested:

    Education:

  • Bachelors Degree in Civil Engineering or other relevant field
  • A master’s degree in a field relevant to WASH programming would be a distinct advantage

    Experience:

  • Minimum 3 years of experience in WASH project management in a similar position
  • Minimum 2 years of experience within an NGO or similar agencies
  • Proven experience of working directly with communities and developing community driven projects
  • Experience of work in a high security context
  • Experience in team management and planning
  • Proven experience in project management

    Field Coordinator – Dadaab /Afmadow

    Keys responsibilities

    General Team Management

  • Provide overall supervision of the Lower Juba field team
  • Ensure that work plans and responsibilities are planned and executed in the most efficient manner to meet project deadlines and priorities
  • In coordination with the Deputy Director, to provide leadership for the development of future programming in Lower Juba

    Human Resources

  • Responsible for ensuring that the principles and the Charter of SI are known, respected and put in action by all staff under his/her management
  • In coordination with the Admin/Log Manager and the Administration Coordinator, to ensure proper implementation of SI administrative procedures and staff development through mentoring and staff training planning
  • Recruit adequate staff for the timely and high quality project implementation according to SI technical standards
  • Ensure the knowledge and respect of SI rules and regulations by field staff
  • Ensures that performance evaluations are conducted regularly and job descriptions are relevant and updated for all staff under his/her responsibility.
  • Propose the development of the HR package for field staff under his her responsibility (salaries, per diem, training, etc)
  • Ensure that stress management procedures are in place and are respected for all field staff.
  • Anticipate and plan new recruitment requirements in order to ensure uninterrupted implementation of activities.

    Finance and accountancy management

  • In coordination with the Administrative/Logistics Manager, to be responsible for the accurate and timely accounting of all funds managed by the base and ensure that all transactions are properly and accurately documented and accounted for, according to the specific budget lines.
  • Provide overall supervision of the project budgets and ensure all expenditures are within the specific budget lines and not exceeding the set limits
  • In coordination with the Administrative/Logistics Manager, Admin/Finance Coordinator and Logistics Coordinator, to ensure that all SI staff follow SI and donor contracting and procurement requirements
  • Ensure timely financial reporting from the base to Nairobi HQs in respecting provided deadlines
  • In cases when activities are implemented through partners, to ensure that partners and partner staff abide strictly by the above financial accountability and procurement standards and requirements, and the adherence to the best accounting practices by the partner’s accountants and staff

    Logistics management

  • Perform any logistics duties contributing to the smooth implementation of the projects
  • Assist when required the Administrative/Logistics Manager in his duties.
  • In coordination with the Admin/Log Manager and the Log Coordinator, ensures proper implementation of SI logistics and procurement administrative procedures and provides the required mentoring and training of the staff.

    Programs Management

  • Provide overall supervision of the SI programs implemented in Lower Juba.
  • Responsible of the progress and the quality of the implemented program Ensure program targets are met in a timely and quality manner in line with SI and donor requirements.
  • Ensure all donor requirements, project goals and objectives are well understood and strictly adhered to by the project staff.
  • Notify immediately the management in case of deviations from the planned outputs, results or objectives.
  • Responsible of the relevance of the activities compared to the humanitarian needs of the assisted groups/population.
  • Supervising the planning of activities and resource usage, and maintaining coherence between the budget with the activity expenditure
  • Immediately notify the DCD Somalia of any possible problems affecting the planned implementation of the program and/or on potential problems with community, external stakeholders and/or implementing partners jeopardizing the correct and timely implementation of activities
  • Suggest innovative and cost saving approaches to programming as well as possible modifications of the program goals in view of better meeting the needs of the beneficiaries. All such modifications need to receive prior approval in writing from the SI management team (and possibly the donor) before being implemented.
  • Monitor the program achievements and the performance of the project staff on a regular basis.
  • Ensure the Lower Juba base contribution to institutional
  • Knowledge development (IKD) in relation to SI program activities/approaches in Lower Juba
  • Ensure that SI Program Management tools are properly used (e.g. monthly Project Performance Monitoring tool)

    Program Development

  • Ensure regular monitoring of the humanitarian situation in the area
  • Identify population needs and suggest (in a timely fashion) interventions and programming aimed at meeting the identified new needs
  • Participate actively in fundraising efforts, including the drafting of project concept notes and proposals, including budgeting.
  • Liaise regularly with visiting/present donor representatives in order to anticipate possible funding opportunities
  • He/she will be supported in this task by the Field Officer and the Administrative/Logistics Manager.

    Specific tasks include:

  • Overall responsibility to ensure the safety and security of the staff, base, project sites and project beneficiaries
  • Constantly monitoring and gathering of available information relevant to the context of Lower Juba (and by extension South Somalia), including: security incidents, political changes, clan disagreements and any other information relevant to the security and reports immediately to the Deputy Director for Somalia and the Country Director on important changes.
  • Produce regular weekly security updates to be forwarded to the Deputy Country Director and Head of Mission.
  • Report any security incident to Deputy Country Director and Head of Mission immediately.
  • Supervise the appropriate allocation of resources to external parties (employment contracts, renting of cars, supplier contracts, daily workers) with the aim to avoid security issues and risks for SI.
  • Ensure the selection process for beneficiaries groups and the delivery or assistance does not cause unnecessary risk for SI in the area (e.g. criteria of selection, security management during distribution of NFI’s).
  • To participate regularly in formal and informal security meetings and to coordinate closely with other players in the area (NGOs, UN agencies) on security issues
  • Ensure good relationship with the various local authorities, leaderships and communities to foster acceptance for SI activities and staff
  • To maintain updated base security and evacuation plans and protocols in coordination with Deputy Country Director, Logistics Coordinator and Country Directors.
  • Ensures all SI staff operating in the area are familiar with and strictly respect SI base security and evacuation plans and protocols.
  • Brief every SI visitor to the field site (including SI staff, or consultant, or other person under SI responsibility) about the base security and evacuation plans and protocols, and to take responsibility for the security of visitors in Dadaab area and Lower Juba field sites
  • To share security information regularly with the team and encourage the team to immediately report security related information
  • Reporting (to the Deputy Country Director and Head of Somalia Programs)
  • Prepare weekly sitrep report on activities carried out of the base and the overall base functioning, with the participation of the field team
  • Ensure timely and high quality reporting (internal and external) on the projects as per agreed deadlines and SI/donor formats

    Qualifications and experience:

    Education:

  • Masters degree (or Bachelor degree with 5 years of work experience) in International Relations, Social Science, Business Administration, Agriculture, and Engineering or equivalent.
  • Training or specialization in a technical field (Project management, WASH, Agriculture) an advantage.

    Experience:

  • Minimum 5 years increasingly responsible working experience in Project Management and in the NGOs sector
  • At least 1 year of field experience with an NGOs operating in Somalia
  • Experience in fundraising is an advantage.
