Security Manager- Somalia
To develop and implement staff safety and management procedures for World Vision Somalia in close liaison with the Program Director, Operations Director, Regional Coordinators and the Regional Security Advisor for Africa.
To gather and analyse information about the operating environment in Somalia, present regular updates and analyses to stakeholders, and advise the Program Director and Operations Director on operating conditions in Somalia.
To collaborate with other humanitarian security bodies and personnel to collect and share information.
Supervises 3 Field Communications Assistants in tandem with their respective Regional Coordinators, as well as supervising the guards in each of the 3 regions.
Has financial control over security specific budgets and security lines within programming project budgets.
Network and liaise other UN agencies, and other INGOs, as well as Non-Governmental Organization Consortium (NGOC) Security Prepareness and Support (SPAS) point person.
Links with Support Offices and external donors in presenting information on the security situation and WVS’s security profile.
Liaises with WV Africa Security Advisor and WVI’s Office of Corporate Security.
Communicates regularly with Regional Coordinators to ensure each region meets security standards, capacity builds staff in each region
Updates and advises Operations Director and Program Director on security matters.
Liaises with People and Culture Department on security orientation for new staff and staff care in the event of security related stress or trauma
To collect and collate regular security updates from the 3 field sites and other sources and prepare monthly reports and quarterly security analyses for WVS management and WVI Office of Corporate Security.
To harmonize security strategy, evacuation plans, and new staff security orientation, and ensure our security protocols are maintained and adhered to.
To conduct regular reviews of physical field site locations and ensure offices and team houses meet minimum security standards for staff safety.
To work with Operations Director and Program Director in advising on international presence in Somalia (particularly South Central)
To make recommendations and facilitate staff capacity building on safety and security (using SPAS and/or SSAFE training opportunities) as well as first aid training for management and local staff
To manage security “project” budgets, including preparing reports (with support from the PDU and Finance Departments)
The Security Manager for Somalia should posses tested security management experience, ideally with a INGO in a complex, volatile environment.
Previous military background may be relevant, and even desired, but experience working with a INGO managing security is also required.
A bachelor of arts in any field should suffice for the academic qualifications, but clarity in written and oral communication is a must.
Candidate must possess excellent inter-personal skills and be able to cultivate a wide network within Nairobi and also within Somalia, to collect and analyze information critical for important security decisions, which at times can mean the difference between life and death.
Working under stressful conditions is also a must, as is readiness to spend time in insecure environments.
