Program Director

Reports to: Country Director/East Africa Regional Program Manager

Location: Maban County - Upper Nile State, South Sudan

Duration: 12 month

Essential Duties and Responsibilities:

  • Program Management o Manage expatriate and national program staff in execution of their respective duties o Develop overall work/implementation planning and oversee sectoral specific workplan creation o Implement program activities assuring adherence to SPHERE minimum standards o Financial management of grant through monitoring program budget expenditures and burn rate o Oversee and ensure timely procurements for facilitation of the program objectives

  • Representation & Communication o Represent RI at camp level meetings, state level coordination with county commissioners and SSRRC officials as well as some Juba-level representation o Provide briefings on program progress against objectives to HQ support staff as well as to donor partners and INGOs o Communicate with RI South Sudan Country Office and HQ Regional Desk on challenges and achievements o Generate regular reports, synthesizing program implementation challenges and lessons learned

  • Strategic Leadership o Remain vigilant on issues of safety and security affecting Relief International staff members to Develop a conflict analysis to guide current and future programming activities o Generate an analytical overview of the disaster risk s of the refugee and host community affected populations, working with the Camp Manager and Community Services Coordinator to design additional program activities to reduce these risks o Steer programming activities adhering to the principle of "Do No Harm" and adapt programming to this end

    Qualifications:

  • Post graduate degree in relevant discipline
  • 5+ years previous experience in senior management of field operations, preferably in austere and challenging environments
  • Extensive experience in refugee programs
  • Extensive knowledge of SPHERE minimum standards and appreciation for principled humanitarian work
  • Previous experience managing UNHCR-funded programming
  • Demonstrated experience in needs assessment s, conflict analysis, strategic planning
  • Experience managing teams of international, multi-cultural staff
  • Experience in representation of international organizations with various stakeholders including beneficiary groups as well as international partner organizations and government entities
  • Ability to live, work, and travel in remote South Sudan, which can be difficult and stressful
  • Previous experience in South Sudan preferred

    Job Title: Regional East Africa Security and Safety Officer

    Location: Nairobi, Kenya or Juba S Sudan; frequent field residencies in the region required

    Duration: 12 months with possibility of extension

    Essential Duties and Responsibilities:

  • Coordinates establishment of security support systems; ensures that RI is linked via all interagency and security coordination lists to establish RI security presence in the INGO community; attends interagency security coordination meetings.
  • Conducts scheduled and ad-hoc field residencies at each program site, including central and sub-offices and program delivery locations for security assessments, audits and ongoing staff training and security awareness. Residencies and site visits must be fully coordinated via the senior country staff and HQ.
  • Upon arrival in each program site (initially and routinely), conducts a comprehensive assessment / audit of all existing security and safety policies and procedures and their application and practice by all staff at program sites, offices, residencies, and with respect to all vehicles, drivers and standing SOPs; provides and implements recommendations in consultation with the Country Director or most senior Country Representative and with RI HQ Global Security; changes must comply at minimum with RI Field Operational Procedures and SOPs.
  • Leads an ongoing process of establishment, review and revision of security policies and procedures to ensure understanding, buy-in, and compliance by staff; routinely revises safety and security plans in conjunction with HQ Global Security.
  • Recommends and/or provides staff training on safety and security in a proactive and positive manner that promotes inclusion, participation, and leadership among the entire RI team, including expatriates, local national staff, and women. Is knowledgeable and sensitive to training needs and issues that must be understood to promote a positive organizational profile, cultural respect, and abide by the RI Code of Conduct.
  • Liaises with local and regional UN & interagency security personnel on security matters for country programs; advises Country Director(s) and HQ Global Security on security issues; provides security briefings and updates for RI staff and visitors.
  • Applies situation appropriate rules and guidance per RI’s Field Security SOP’s, MOSS and UNSECOORD; conducts visits to RI’s field project offices and residential sites to assess security and safety conditions; develops comprehensive risk assessments leading to the creation of effective security plans, educates colleagues on the security plans and ensure compliance;
  • Maps security incidents, ensures monthly security reports in all countries and understands patterns and threats; facilitates the development of situation specific, coordinated evacuation plans; writes well-researched security incident reports for review by HQ.
  • Develops and maintains contacts with national law enforcement agencies, where appropriate; respects and is fully current at all times on political issues and local policies that impact INGO operations and safety.
  • Conducts him or herself and the RI regional security operations in a manner that ensures reduced risk for exposure to issues with any group or government; presents the RI programs in a respectful and positive manner in all interagency interactions.

    Position requires:

  • At least 3 years of international security experience working in conflict affected countries and complex relief settings in the fields of both security & communications.
  • At least 2 years experience providing security and safety support for international NGOs (required).
  • Demonstrated knowledge of UN, ECHO, MOSS, and other standard INGO security frameworks.
  • Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
  • Fluency in English – written and verbal. Arabic and regional languages knowledge an advantage.
  • Ability and willingness to train country staff counterparts; proven training leadership required.
  • Must be able to demonstrate strong writing, reporting, and situational analysis skills.

    This is an unaccompanied post based in the RI Nairobi or Juba Offices, and the field and sub offices in Sudan, South Sudan, Kenya, Uganda, Somalia, Ethiopia and new country programs in the region as they evolve.

    RI provides living accommodations and local transportation only at country program sites.
