ECHO Project Manager

The Project Manager will ensure that all ECHO technical requirements are applied & maintained by all consortium’s members, provide timely and quality technical support to the PMU (Programme Manager Unit) through provision of advice as well as document and share results of field visits or any significant technical learning, best practices, and approaches/strategies with the PMU (via ECL) and concerned project managers and staff at field level.

The post holder will be expected to provide support in ensuring quality and timely reporting to Oxfam and the donor (ECHO), ensure that the programme is implemented in a cost effective, consultative, and participative way as well as represent Oxfam to government officials, UN agencies, other NGO staff, and donors as appropriate at project/programme level.

The incumbent of this position will be required to ensure that cross-cutting issues are incorporated into programme design and implementation, ensure implementation of monitoring and evaluation systems as well as undertake partner evaluations, partner capacity building and develop local level agreements where appropriate.

What we are looking for

To be successful in this role, you will be expected to have a Degree in Project Management or related field with significant experience in managing emergency and development projects, and a good understanding of relevant humanitarian and policy issues.

You will have a proven record of effective programme and people management, proven numeracy and financial management skills as well as demonstrable skills in influencing and negotiating with internal and external audiences.

You will be required to possess excellent team work skills, good communication (written and spoken English) skills as well the ability to take the initiative and make decisions with limited support in changing environments.

Finance and Support Manager

Purpose of the Job

To manage and coordinate the financial and administration aspects of the field office running that the financial planning and budgeting, accounting, support and administrative services are efficient and effective according to the set standards and procedures.

Required knowledge level

  • BA in Accounting or Financial management, full qualified CPA/ACCA,
  • Previous experience in managing donor grants including EC, ECHO,USAID
  • Fluency in English spoken and in writing,

    Funding Officer

    The Role

    This role will work with the Country Funding Coordinator to strengthen relationships with key donors by building restricted fund-management capacity within programme teams and inducting new staff on funding issues.

    In consultation with the Country Funding Coordinator, the post holder will make regular country programme visits, particularly to support on contract management related issues.

    He/she will capacity build all staff on donor requirements.

    He/she will ensure high quality contract management including submission of timely and quality reports and amendments to maximise income from our donors and achieve country income targets in close collaboration with programme and finance teams.

    The post holder will actively support in development, coordination and effective communication on ways of working for all fundraising issues between the Kenya Programme and the Regional Centre funding team.

    The role conducts partner assessment and provides quality check on all financial reports reviewed by the finance partner officer to ensure they comply with donor requirements.

    You will provide support and advise to the programme team on the analysis of partner budget proposals in the interpretation of financial reports from the partners.

    Person Specification

    To be successful in this role, you will have extensive experience in funding management, finance and donor contract management.

    Proven experience in funding management and/or coordination in an international non-governmental organisation is essential.

    You will be required to have a good understanding of the cultural and political context of the country and region.

    Experience of management/supervisory responsibilities, including good training and coaching skills and a willingness to support development of others is essential.

    He/she will have a good understanding of Oxfam’s fundraising and contract management systems and procedures.

    You will be self-motivated, target driven and an entrepreneurial approach to exploiting fundraising opportunities.

    Country Human Resources Manager

    Role

    Reporting to the Business Support Manager, you are responsible for ensuring Oxfam’s programmes in DRC have sufficient HR systems and controls in place to allow our programmes to operate effectively, and to accommodate strategic changes in this very dynamic environment.

    You are responsible for designing and delivering a national human resources strategy to ensure that the basics of HR are in place throughout the country, as well as ensuring the successful delivery of the regional and corporate strategies at country level.

    You will need to influence high-level management within Oxfam to adopt new policies and to retain discipline to policies already in place. You will manage a team of 3 national staff in Goma and provide matrix management to the 8 field HR staff.

    Your initial objectives are to strengthen HR procedures and policies with the team of HR Officers across the country to ensure that legal risks arising from our human resources are minimised; to advise Programme Management on technical and strategic HR issues; and to support several key change management initiatives including implementation of the Oxfam International Single Management Structure.

    The position is based in Goma with regular field trips (app 40%) to support the programme teams.

    Coalition Coordinator

    We are looking for someone to direct a five year 15 country campaign by the State of the Union coalition.

    The campaign seeks to accelerate active citizenship, governance, the realization of the fundamental freedoms and human rights contained in various key AU policy standards and legal instruments.

    Regional Human Resources Adviser

    The person

    As a key member of the Regional HR team, you’ll provide specialist advice on HR and business process issues.

    You will provide both strategic, as well as day to day advice to the programme teams and managers, particularly around implementing Oxfam HR policies and procedures in order to ensure consistency and appropriate application within the region.

    Working with teams across the HECA region, you will ensure the high quality implementation of HR standards in line with organisational and regional service quality guidelines.

    What we're looking for

    You are a Kenyan National, who has an extensive HR generalist experience especially leading in learning & development, talent management, and recruitment, as well as HR systems and business processes.

    You ideally have worked in the Horn, East and Central Africa region and you will certainly be sensitive to the complexities of working in a multicultural environment. Good networking/ customer service skills, as well as knowledge/ experience in budgeting and labour-force forecasting, would be essential.

    Campaigns & Policy Intern

    Key Activities:

  • Work with the regional advisor on developing country strategies and consulting external organisations for the new campaign.
  • Updating policy briefs as necessary.

    Loss Prevention Advisor

    The role

    You will lead in detailed analysis of previous fraud cases to enable an understanding of trends, high risk areas, systems/process weaknesses and context specific contributing factors. Lead on innovative approaches to build a network to ensure development of working groups with other NGO's, partners, donors, suppliers and the private sector to identify common trends and enable external solutions such as market changes etc. Contextualising policies and procedures to ensure they are able to prevent and detect fraud effectively.

    Advise the Regional Finance and Systems manager on general risk issues identified through fraud and corruption activities.

    Foster good relationships with Oxford loss prevention team to ensure organisational standards are maintained, reporting is complete and up to date and learning is shared.

  • A professionally qualified Auditor /Forensic accountant/Investigator or proven experience
  • Knowledge and experience of loss reduction management frameworks and approaches

    Emergency Food Security and Livelihoods Advisor

    Location: Nairobi, Kenya

    The Role

    The post holder will provide regional analysis and updates on evolving food security situation and advise on emergency trends in times of acute crises within the HECA region.

    He/she should be able to link with the regional humanitarian capacity - building project to inform design and content and be in-charge of regional coordination, acting as a focal point in the regional food security and livelihoods group.

    Capacity development and programme support to establish and maintain an ongoing understanding of the current capacity of focus country teams, analysing vulnerability and risks to food and livelihood security and design appropriate EFSL response will be essential to this role.

    The Person

    To be successful in this role, you will be well qualified in a related area (rural development, livelihoods, agriculture etc).

    Disaster risk reduction and humanitarian programme experience within an NGO is essential.

    Technical leadership on food security and livelihood issues within pastoralist populations combined with proven ability of understanding and applying issues related to gender, HIV/AIDS in development and humanitarian contexts in the Horn of Africa will be critical.

    You will have experience in writing policy briefs and providing inputs to media and campaigns materials, evaluating the impact of livelihoods interventions and the analytical principles that structure household economic analysis and sustainable livelihoods.

    You will have good communication, facilitation and representation skills with proven ability and experience at supporting and influencing others through advisory roles within multicultural teams and a variety of levels of seniority.
