Oxfam Call for Expressions of Interest

The current phase has focused on building a constituency of changemakers to catalyse change, as well as developing a broad alliance, providing a common platform for different individuals, communities, organisations and institutions to mobilise support against VAW and undertake, promote and sustain change of social attitudes and beliefs on VAW

Specific Objectives:

  • To review the progress of the campaign during the pilot phase against stated objectives

  • To assess results in the two key results areas, focusing on alliance-building and individual changemakers.

  • To review the management and structure of the campaign during the pilot period.

  • Based on findings to make recommendations to inform the expansion of the campaign into Phase 1 for Oxfam GB.

    Scope of the Assignment:

  • Establish a process of evidence-gathering and documentation working with Oxfam, We Can alliance members and changemakers to build up a picture of change between October and January/February.

  • To test-run outcomes monitoring methods which will potentially be scaled up during the next phase of the programme to provide more systematic monitoring information.

  • To feed back assessment information in appropriate fora as agreed.

    Eligibility Criteria:

  • Experience of evaluating civil society campaigns and other initiatives

  • Understanding of gender-based violence programmes and campaigns

  • Experiences of working with alliances for change within the African context

  • Demonstrated evaluation and assessment experience including using a range of participatory methods that support capacity-building efforts

  • Availability during the stated timeframe

  • Excellent writing and facilitation skills
