Emergency Program Coordinator

Specific responsibilities are:

  • Develop steps and procedures in the planning and implementation of the Emergency response programme in accordance with donor agreements and NRC policies and procedures.
  • Ensure that activities are in line with budget lines and limitations.
  • Contribute to ensuring a high standard of financial integrity, budgetary planning and control across programming.
  • Undertake periodic monitoring visits to and provide feed-back to managers and staff
  • Ensure that the Emergency country programme contributes to NRC´s advocacy efforts, nationally, regionally and internationally
  • Contribute to the strategic planning of NRCs South Sudan Country Program.
  • Assess new areas of potential operation upon programmatic considerations; make recommendations for programmatic requirements needed for functional

    Qualifications

  • Minimum 2-3 years of relevant experience within the humanitarian field
  • Experience from working with humanitarian programming in complex and volatile contexts
  • Professional knowledge and proven experience in project cycle management from assessment stage to finalization.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Identify strategic and creative programmatic effective approaches to reaching beneficiaries
  • Recognizes the importance of inclusiveness in performance of ones work
  • Knowledge of the context in South Sudan is an asset.
  • Experience with start-up of new operational areas in a complex security environment

    Security Adviser

    Job description

  • As part of the Country Management Team, and by cooperation and supervision of the CD, contribute to the fulfillment of the aims and objectives for NRC presence in South Sudan and establish a sound culture of security and attitude to risk.
  • Quality assure that a minimum level of individual and organisational duty of care is sought by establishment of an adequate crisis management prepared organisation.
  • Through monitoring, experience and knowledge of the conflict implications to South Sudan, and NRC’s regional response, contribute with, and share information with CD that will introduce added value to the accountability and effectiveness of NRC’s regional and country response.
  • Contribute to the design, implementation and compliance to NRC Security Management System in South Sudan, and support the CD in assessment/analysis of political-social-economical-security information.
  • Conduct and contribute in performing Security Risk Assessments (SRA) as outlined in the NRC security management policy, or as situation requires, whereby creative thinking and sound judgement results in a effective reduction of risk to NRC while enabling access to beneficiaries. Ensure NRC operations in country are NRC MOSS compliant, adapt and introduce contextual relevant SOP’s and contingency plans.
  • Report non-compliance to NRC MOSS and any deviation from accountable risk management good practice that challenge the set global and country risk tolerance to CD and Security section Head Office.
  • Advice the CD, and act on the CD’s behalf in implementation of effective mitigating safety and security measures.
  • Upon request or when observation of critical shortcomings to organisational red lines, risk tolerance, or risk management good practice, undertake MOSS audit, and recommend investigational first steps to disclose breaches of NRC policies to CD and Director of Security.
  • Contribute to establishment and uphold of Country operations red lines and risk tolerance.

    Specific responsibilities are:

  • Follow up on developed security plans, provide necessary training to ensure implementation of the plans and other SOPs.
  • Continuously asses the security status of NRCs operational areas and recommend enhanced security measures for implementation where necessary.
  • Contribute to the strategic planning of NRCs South Sudan Country Program based on the security environment in the country.
  • Assess new areas of potential operation upon programmatic considerations, make recommendations for operational requirements needed for functional programming in line with the organizations policies.
  • Provide security briefing to new staff.
  • Provide updated strategic analysis of political and/or military context, developments and possible impact on NRCs operations and environment in existing and emerging program locations.

    Qualifications

  • Minimum 2-3 years of relevant experience within the humanitarian field or the police/military
  • Experience from working with security risk management in complex and volatile contexts
  • Professional knowledge and proven experience in security risk, and critical incident management
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Monitor the environment and identify changes that may affect operational and staff security
  • Identify strategic and creative operational effective approaches to risk reduction
  • Analyse incidents and identifies vulnerability factors and appropriate follow-up actions
  • Promote the importance of personal conduct and behaviour in maintaining security
  • Recognizes the need for sensitivity and confidentiality in regards to certain incidents.
  • Recognizes the importance of inclusiveness in performance of ones work
