Nile Equatorial Lakes Subsidiary Action Programme
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile which include Burundi, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda. Eritrea participates actively as an observer.
The NBI seeks to develop the river Nile in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security to achieve its shared vision of "sustainable socioeconomic development through the equitable utilization of, and benefit from, the common Nile Basin water resources" through a strategic action program.
The Nile Equatorial Lakes Subsidiary Action program
The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) is an investment program within the framework of the NBI.
NELSAP which has a Coordination Unit based in Kigali, Rwanda, is governed by the Nile Equatorial Lakes Council of Ministers (NELCOM).
The NELCOM is constituted by the Ministers of Water Affairs from the NELSAP member countries of Burundi, Democratic Republic of Congo, Egypt, Kenya, Rwanda, Sudan, Tanzania and Uganda.
The NELCOM is assisted by the Nile Equatorial Lakes Technical Advisory Committee (NELTAC) which is constituted by two Senior Technical staffs from the Ministries of Water of each member country.
The mission of the NELSAP is to contribute to the eradication of poverty, to promote economic growth, and to reverse environmental degradation in the NEL region. NELSAP oversees the implementation of the jointly identified programs and promotes cooperative inter-country and in-country investment projects related to the common use of the Nile Basin water resources.
The NELSAP seeks to hire competent and qualified Finance and Administration Manager. The position is located at the NELSAP CU in Kigali, Rwanda with extensive travel within the NELSAP countries.
Finance and Administration Manager
The NELSAP Finance and Administration Manager is one of the key members of the senior management team who will play a key role in the development of all aspects of NELSAP CU.
The incumbent will be both a leader and a conscientious advisor to the management team and will support the Coordination Unit in the management and implementation of financial and administration functions of the various projects under the NELSAP in accordance with various Financial Rules - and Regulations and requirements of multilateral donors financing the NELSAP.
This is a regional position for a period of two years with the contract renewed annually subject to satisfactory performance and initial 6 months probation.
The NBI offers a competitive salary package commensurate with qualifications and experience. The above positions will be recruited on competitive basis from eligible nationals of the NELSAP member countries. Only nationals of the NELSAP member countries are eligible for recruitment into the above positions.
