The National Democratic Institute for International Affairs (NDI) seeks a Resident Program Manager, based in Juba, Sudan, with international experience in designing and implementing program activities, primarily around engaging civil society. The Resident Program Manager will work with South Sudanese staff, and national and international experts to implement a radio-based civic education program, increase the engagement of civil society particularly women and youth, and support subgrantees/contractors to do the same. Program Development Contribute to the design and implementation of radio and civic engagement program activities to enhance citizen education and participation, with particular focus on women and youth, in the development of democracy in South Sudan writ large;Create a strategic plans for the expansion of NDI’s radio and civic engagement programs;Provide support to the methodology and content of the civic education program, with particular attention to women and youth;Develop program concepts and approaches and guide strategic discussions on implementation; andIntegrate technological advancements, especially relating to communication and instant messaging, into election processes.Partnership and Project Management Develop and maintain program budgets;Manage subgrantees/contractors to ensure implementation of program is in line with the agreement/contract, NDI’s internal standards, and NDI’s grant requirements;Conduct monitoring visits to partners on a regular basis;Keep financial records of relevant expenditures in strict accordance with NDI accounting procedures and hold final responsibility to reconciliation of expenditures with NDI South Sudan; andOversee, monitor and provide technical assistance international and domestic subgrantees in their execution of civic engagement activities, including financial obligations and operations requirements;Ensure that relevant programmatic goals are achieved, and operational and reporting requirements are adhered to; draft and submit regular field reports that monitor and measure program results and political developments.Monitoring and Evaluation Develop an M&E strategy for radio and civic engagement programming to determine program impact and effectiveness;Collect data on program results and impact and, based on this information, prepare and submit regular reports in accordance with internal and external reporting requirements;Work with the Monitoring and Evaluation Office to capture relevant data for the NDI’s M&E system for South Sudan activities, including tracking NDI’s progress on work plan activities and objectives;Draft and create messages, guides and pieces of information as well as training to local partners and staff in order to facilitate civic engagement-related activities; andCoordinate the regular flow of information regarding program activities to NDI’s head office, donors, partners, stakeholders, and program staffExternal Relations Build and maintains good relations with local South Sudanese partners, key SPLM and GOSS officials and local authorities, civil society actors, and other stakeholder groups;Represent radio and civic engagement programming at relevant events;Build and maintains good relations with local South Sudanese partners, local authorities, civil society actors and other stakeholders;Collaborate with external consultants as needed; andBuild and maintain relationships with USAID, key government and election officials, civil society actors, and other stakeholder groups.Internal Relations Identify opportunities to collaborate with other NDI programs and ensure that other field-based departments (e.g. finance and operations) are kept up-to-date on program activities and needs;Contribute to organizational learning and capacity strengthening by sharing information about workshops, conferences and learning opportunities;Respond to requests for information from headquarters and other departments in a timely manner;Provide support to other programs/departments as requested;Coordinates the hiring of program-specific staff as appropriate; manage and evaluate performance of program support staff; andManage up to five staff.Reporting Ensure timely receipt of programmatic and financial reports from all partners;Create robust monthly and quarterly reports, timely briefing documents and materials toCommunicate program progress to USAID and prospective donors; andMonitor and analyze political events in Sudan for inclusion in Resident Director’s briefings, meetings, and for use in monthly and quarterly reports.Capacity Building Identify capacity building needs of supervised staff and work them to develop capacity building strategies; andAssists South Sudanese civil society groups in the recruitment and training of volunteers through consultations and regional training sessions;Experience Required Bachelor’s Degree, preferably in International Relations or related subject; graduate degree desired;Minimum of eight (8) years relevant work experience in international development, particularly radio, women, youth, civic education and civic engagement programming. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis; andLiving or working experience outside of the U.S. preferred especially in extremely challenging political environments especially Africa and/or experience working in conflict or immediate post-conflict environments.Required Skills and Abilities Knowledge of and comparative experience in civic participation and civic engagement;Experience developing and implementing media and/or civic education programs in a fast-paced environment;Experience in implementing programs funded by USAID and other bi- and multi-lateral donors;Demonstrable experience and/or knowledge of radio-based civic education, women’s, and/or youth programming;Demonstrable knowledge of key political, social and economic issues in Sudan;Experience in program design, strategic planning and monitoring and evaluation;Ability to communicate skills and experience to others a trainer, advisor and consultant as well as experience in organizing and conducting trainings and workshops;Excellent oral and written communication skills to effectively present information, respond to questions and negotiate outcomes;Excellent organizational, networking and managerial skills, as well as the ability to conduct professional political relationships;Experience in creation and/or management of program budgets;Strong oral and written communication skills in English;Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers;Proven analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts;Ability to lead, inspire and motivate staff where results are clearly beneficial;Working knowledge of PC-based word processing and spreadsheet applications; andAbility and willingness to travel to regional locations, which are often remote and difficult to reach.Desired Prior experience working in South SudanKnowledge of one or more indigenous languages of South SudanKnowledge of ArabicComments: This is a non-dependent post. Grants and Budget ManagerRequired Skills Manage the overall budget for all costs originating in the field by serving as the liaison between the program managers and the finance department, developing program specific budgets with program managers, and assisting program managers in creating and monitoring budget tracking systems;Train and mentor local partner to increase their financial and management capacity;Solely manage a large grant program with multiple recipients throughout South Sudan;Monitor and ensure timely submission of reports by sub recipients;Review the accounting procedures and internal controls of each organization and provide recommendations for improvements;Manage contractual relationships and relationships with sub-grantees (technical aspect);Help the senior management team craft management structures in Juba and in the field and subsequently assist in the set-up of reporting systems between the field and Juba on finance, admin and management issues;Work closely with the Resident Director, Director of Programs to create synergies between all programs;In the absence of the Director of Finance and Administration, maintain financial management systems and ensure the submission of accurate monthly financial reconciliation statements to NDI’s Washington DC office and develop and maintain office, personnel, and payroll management systems, including compliance with national tax system;Draft program support documents and regular internal reports, as needed;Other duties as required.Experience Required Bachelor’s Degree in finance, accounting, business administration and/or a related field, graduate degree preferred;Minimum of seven years of experience in an international organization in an administrative capacity;Keen interest in program design and implementation in order to support program managers;Working knowledge of international grant, budget and accounting procedures, particularly as they relate to USAID;Working knowledge of word processing and spreadsheet applications, as well as experience with accounting software and Quicken;Understand NDI's multiple subaward mechanisms and individual donor regulations;Desire and ability to live and work in a challenging political and economic environment; prior experience in conflict or post-conflict settings strongly preferred but not required.Experience in the financial management and reporting of multi-million dollar project operations;Experience with projects supported by USAID and other international donors preferred;Superior office and staff management skills, with a high degree of organization and attention to detail;Excellent oral and written communication skills to present information, respond to questions and contribute to written proposals and reports in a professional manner;Excellent interpersonal skills to interact effectively with staff, donors and local partners;Capacity to develop and implement effective strategies for accomplishing assigned duties;Ability to work under pressure with minimum supervision; self-starter; capacity to work both independently and as a member of a team;Flexible and adaptable, yet able to take control and be responsive to and anticipate the needs of the program, staff and the operating environment;Excellent knowledge of PC-based word processing, database and spreadsheet applications;Interest in South Sudan political issues; andFluent in written and spoken English; knowledge of Arabic is a plus.How to apply: Apply via URL:http://ndi.silkroad.com/epostings/submit.cfm?fuseaction=app.dspjob&jobid=217320&company_id=15851&jobboardid=479 Closing date: 02 April 2012
