Request for Proposal (RFP) for a National Media Campaign; Road to Cohesion (Phase II)

The National Cohesion and Integration Commission (NCIC) is mandated to facilitate and promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of the different ethnic and racial backgrounds in Kenya, and to advise the Government thereof.

The Commission requests for proposals from qualified media houses to produce and air a live television and radio media advocacy campaign/programme to address issues relating to Cohesion and ethnicity, aimed at creating an informative platform for exchange in stimulating discussions that prompt public debate.

The platform should percolate to the local/grass-root level for active participation, ensure inclusive participation from representative cadres of the Kenyan society, engage relevant stakeholders in tackling the issues and finding suitable solutions, present a forum for linking and elevating issues identified to the national level and steer Kenyans to action.

Specific Requirements:

  • Provide proof of experience of having handled similar projects/programmes and efficient equipment for this kind of production.
  • Provide detailed curriculum vitae, past documentary/ TV shows for the proposed moderator, clearly indicating past and similar experiences, showing mastery of English and Swahili moderations. Proof of this is essential.
  • Provide a detailed budget with realistic quotations
  • Possess wide national audience in Kenya and commitment to air a one-hour program at prime time on TV and Radio.
  • 12 TV shows (episodes) estimated to be produced and aired live on 1(one) TV station and 1 (one) radio station with national coverage (Kenya).
  • Show proof of technical experience and expertise from the technical Crew.

    Period of assignment: The project/assignment will run for four months from the time of signing of the contract

    Interested Media Houses may obtain RFP Documents with detailed specifications from the Procurement Office, Delta House – Waiyaki Way 3rd Floor, during normal working hours between 9.00am and 3.30pm, upon payment of a non - refundable fee of Kshs 3,000.00 either in cash or bankers cheque payable to the National Cohesion and Integration Commission.

    Prices quoted should be net inclusive of all taxes, and delivery costs, must be in Kenya Shillings and shall remain valid for 90 days from the closing date of the tender.

    All bids must be accompanied by a bid security of Kshs 300,000 in the form of Bankers Cheque or Bank Guarantee from a reputable Commercial Bank. Bid security must remain valid for 120 days after bid submission deadline.

    Responses shall be submitted in a plain sealed outer envelope enclosing two separate sealed envelopes for each (in "original" and "copy" properly bound and labelled either technical or financial) all clearly marked NCIC/RFP/13/2011-2012 - Request for Proposal (RFP) For a National Media Campaign; Road to Cohesion(Phase II) as per instructions in the RFP documents and addressed to:

    Should be deposited in the tender box located on Ground Floor, Delta House so as to be received on or before Monday 4th June, 2012 at 10.00am.

    Tenders will be opened immediately thereafter, at the NCIC’s Boardroom on 4th Floor in the presence of bidders or their representatives who choose to attend.

    NCIC reserves the right to accept or reject any tender in part or in whole and does not bind itself to give reasons for its decision.
