Head of Mission

Specific activities of Head of Mission

The Head of Mission is in charge of monitoring the political and security situation of the country, and conducts assessment, in agreement with Headquarters if the needs arise.

The Head of Mission's role is to provide leadership, motivation, support, guidance in accordance with MSF OCB policies, and follow up on the activities.

The tasks of the Head of Mission include:

  • To represent MSF OCB with national authorities and international actors;
  • To ensure adequate communication with the cell members in Brussels and Dubai offices (both Operations as well as Support Departments, in particular Medical Department);
  • To ensure information gathering, analyses and interpretation on the humanitarian, public health, legal and socio-political context and developments, for operational co-ordination, advocacy and program definition;
  • To ensure the overall design, planning, monitoring and evaluation of the operations, including the drafting, reviewing and updating of the Country Policy Paper, the Project Document, and SITREP, in consultation and collaboration with the capital coordination team and Cell Coordinator of Operations (CO);
  • To ensure the security rules are adapted to context. To ensure the review, update and implementation of Country Security Plan, being the final responsible in the mission for security management of all MSF OCB staff working in the country;
  • To support, coach, supervise and evaluate the capital coordination members on their technical and team-working capacity;
  • To ensure quality National Staff Management, in line with MSF policies and legal frames and standards in Libya;
  • To brief/debrief arriving/departing expatriates;
  • To promote and monitor the application of the MSF Code of Conduct, intercultural communication and team management;
  • To ensure preparation of the eventual next CoPro (Ops, financial and human resources, and narrative);
  • To ensure preparation and control of budgets, in collaboration with the coordination team;
  • To ensure adequate office management.

    Requirements

    Essential Professional Experience:

  • Minimum of 2 years of MSF experience in the humanitarian field on coordination position
  • Possible First Time HoM
  • Sound operational vision (war & highly security context, broader humanitarian issues)
  • Previous work experience in North African countries is a strong asset

    Languages:

  • Fluent in English (spoken and written), Arabic would be a strong asset.

    Specific qualities:

  • Interest in context/politics and knowledge of related context. Capable in analysis of complex situations.
  • Strong Security management
  • Leadership and Managerial skills
  • Negotiation and diplomatic qualities are required
  • Able to deal with pressure/ stress related to the responsibilities of the job
  • Knowledge of Human resources and crises management, public health
  • Cultural sensitivity and respect
