Commission Secretary

The National Land Commission was established under Article 67 of the Constitution of Kenya, 2010.

Duties and Responsibilities

The Commission Secretary shall be the Chief Executive Officer of the Commission and head of the Secretariat, and shall be responsible to the Commission.

Specific duties and responsibilities will include:

Being the accounting officer of the Commission and shall be responsible to the Commission for:

  • All income and expenditure of the Commission,
  • All assets and the discharge of all liabilities of the Commission; and
  • Preparation and submission of the Commission’s annual plans, programmes and estimates of revenue and expenditure of the Commission in every financial year.
  • Execution of the decisions of the Commission;
  • Day to day administration and management of the affairs of the commission including development and welfare of staff;
  • Ensuring staff compliance with public service values, principles and high levels of ethical standards;
  • Being custodian of the Commission’s records;
  • Providing strategic leadership to facilitate effective delivery of commission’s mandate; and
  • Performing any other duties as assigned by the Commission or any other written law.

    For appointment to this position, a candidate must:

  • Be a citizen of Kenya;
  • Hold a degree from a university recognized in Kenya;
  • Has had at least five years experience at senior management level;
  • Has knowledge and experience in any one of the following fields:–

    1. Public administration;

    2. Finance and accounting;

    3. Law;

    4. Economics;

    5. Management;

    6. Land and natural resources; or

    7. Any other relevant field; and

  • Meets the requirements of Chapter Six of the Constitution.

    Duration of service: The secretary shall hold office for a term of five years and shall be eligible for re-appointment for a further term of five years.

    Important Information to all Candidates:

  • All candidates are required to submit, on application, clearance certificates from Ethics and Anti Corruption Commission (EACC), Kenya Revenue Authority (KRA), Criminal Investigation Department (CID), Credit Reference Bureau, Higher Education Loans Board (HELB) and the relevant professional body(ies).
  • Only shortlisted candidates will be invited for interview.
  • Shortlisted Candidates shall be required to produce originals of their National Identity Card, Academic and Professional Certificates and Testimonials.
