DRR & Livelihood Baseline Survey Consultant
Scope and focus of the assignment
It is intended that the baseline assessment will provide:
Baseline data for the project as benchmarks for performance evaluation;
Information that will assist in designing the project’s Monitoring and Evaluation plan
Developing training modules and capacity building interventions and
Information that will assist in identifying relevant guidelines and frameworks for supporting project implementation and interventions.
The consultant will be required to lead on all the tasks below;
1. Review of project documents and understanding the project design and contextual framework
2. Design the survey methodology, and develop comprehensive tools for data collection according to the national survey guidelines.
The baseline tools should be able to capture county-level data in the following key areas:
Relevant national policies and plans on Livelihoods, DRR and resilience building;
Status of key highlighted project indicators in the project working document
Project related services and interventions available to pastoralists, women and Local government including barriers, issues and best practice;
Number, type, geographical spread and activities of the project in target districts
Availability of district/government and other partner sources of funding to undertake economic empowerment activities.
Potential opportunities and 'quick wins' for building resilience and disaster preparedness.
3. Train team leaders and data collectors to ensure that standardised methodology and application of the tools are fully understood all.
Guide supervision of field data collection, data input and cleaning:
Coordination with IRK project staff and local stakeholders
4. Analyze and synthesize data; and prepare report and Program Indicator Tracking
Data entry, analyze data and compile a comprehensive survey report
Preparation of initial report
Presentation of preliminary findings to the DSGs at the district level
Discussion with IRK staff and local stakeholders on initial report
Revision of impact indicators as per feedback.
Final Report preparation and submission to IRK
5. Submit 2 hard copies of well bound final report and electronic copy.
Qualifications and Experience of the consultant;
Advanced university degree in fields of social science, Livelihoods/DRR, development studies or any other related field with a minimum of 7 years of experience.
Expertise in the field of rural/ASAL development in general and livelihood enhancement in particular.
Experience in conducting baseline study and project evaluations of similar programme using participatory methods.
Significant knowledge of DRR and Resilience, climate change, Irrigated Agriculture, Cash-programming, community based microenterprises,
Pastoralism and Agro-Pastoralism will be an added advantage.
Advanced analytical and report writing skills.
Excellent communication and organizational skills and ability to work in a team
