Position Title: Senior Engineer - Shelter

Classification: Equivalent to G7/1 (based on the UN Salary Scale for the General Service Staff in Kenya)

Duty Station: Dadaab, Kenya

Type of Appointment: 6 months special all inclusive contract, renewable

Essential Functions

  • Assist and guide the Shelter Project Assistant in the implementation of the day-to-day operations of the shelter unit and projects, including developing, work plans and budgets, coordinating activities with other departments and agencies, overseeing records maintenance, monitoring budgets and approving and monitoring expenditures, overseeing reporting requirements, evaluating program or project service delivery and cost effectiveness; ensuring that procedures are being followed and assisting in resolving complex problems which require professional level input.
  • Supervise and guide professional, technical and support staff on a day-to-day or project basis, including determining workloads and schedules, developing, implementing and interpreting policies and procedures, evaluating and training staff and making hiring and termination recommendations.
  • Monitor and supervise the project design and construction, including reviewing plans, specifications, estimates and calculations and giving technical advice on corrective action. Attend and represent IOM in relevant technical meetings with UNHCR, donors, shelter partners and various stakeholders as necessary.
  • Train, guide and orient new field support staff involved in the implementation of shelter and other infrastructure projects.
  • Ensure proper financial management of all IOM construction -related activities in Dadaab in close cooperation with the shelter project assistant, procurement, logistics and other relevant units of the Mission
  • Report on a timely basis on the progress of the shelter construction and infrastructure project as well as on any external causes which may interrupt the ongoing or planned activities.
  • Maintain regular liaison with relevant counterparts in Dadaab where and when necessary.
  • Regularly update the Program Manager and Project Assistant on the progress of technical activities in the shelter project.
  • Together with the Program Manager and Project Assistant, liaise with prospective donors and draft proposals and budgets for shelter related activities.
  • Perform any other duties that may be required from time to time.

    Desirable Qualifications

  • Completed Bachelor’s Degree in Civil Engineering from an accredited academic institution.
  • At least 7 years professional work experience in building construction, with strong technical knowledge in BoQs and materials including turn key projects.
  • Previous construction management experience desirable.

    Desirable IOM Competencies:-

    Position Title: Engineering Assistant

    Duty Station: Dadaab, Kenya

    General Functions

    Under the general supervision of the Head of Sub Office (HSO) Dadaab and the direct supervision of the Shelter Program Manager, Dadaab, the incumbent will assist in providing for technical support and coordination of shelter activities in Dadaab.

    Essential Functions

  • Assist in the implementation of project activities in relation to the shelter project at the relevant sites identified in the field by providing technical assistance in order to maintain the approved design.
  • Assist in drafting and developing relevant technical documents related to the program (i.e. drawings, plans, BoQs, etc.) and establish implementation plans (weekly and monthly reports on shelter activities and trends, plan of action, geographical matrix etc).
  • Supervise the contracted surveying teams during the site survey and plotting of the project site.
  • Oversee the setup of the required emergency shelter, ensuring the correct plotting and quality of work.
  • Undertake daily field trips to meet with site foremen and monitor the project progress.
  • Ensure that shelter implementation remains on schedule and if not, ensure corrective measures are taken.
  • In close coordination with the Shelter Logistics Assistant, monitor procurement and distribution of shelter materials.
  • Attend relevant technical meetings with UNHCR and other shelter providers as necessary.
  • Ensure that records of the stocks of materials in the field stores and office stores are kept updated.
  • Train, guide and orient new field support staff involved in the implementation of shelters.
  • Maintain regular liaison with relevant counterparts in Dadaab where and when necessary.
  • Regularly update the Program Manager on the progress of the shelter project.
  • Perform any other duties that may be required from time to time.

    Desirable Qualifications

    Position Title: Procurement and Logistics Assistant

    Essential Functions

  • Receive all procurement and supply requisitions in relation to the shelter project and make sure all are endorsed prior to procuring.
  • Solicit for offers and quotations, and prepare Bids analysis accordingly.
  • Share and advice the project manager and supervisors on offers collected and best goods/services to be procured.
  • Ensure all purchases are performed according to IOM procurement rules.
  • Prepare Purchase orders/ contracts and ensure all approvals are obtained, deliver the Purchase orders to the suppliers and obtain their signatures on the same.
  • Follow up with suppliers and ensure timely and proper delivery of the Goods/ Services.
  • Coordinate with the receiving unit on Goods/Services to be received and obtain the satisfactory delivery notes and invoices from the receiving unit. Follow- up and ensure timely delivery of requested supplies and materials and keep the concerned project staff informed on the status of the delivery.
  • Conduct first review of vendor invoices to ensure compliance with order and goods received.
  • Prepare Payment requests and ensure timely payment to suppliers/ service providers.
  • Prepare contracts for Purchase of goods/ services including rent of property, and make sure timely payment is processed.
  • Maintain proper and updated data base of contracts.
  • Conduct and follow up the office needs of stock, expendables, services and share the same with the Procurement & Logistics Assistant I Dadaab.
  • Provide full logistical support for delivery and construction activities related to IOM’s shelter project including transport to and from Nairobi.
  • Ensure appropriate records regarding assets disposal; ensure assets are located accordingly and used in IOM’s best interest.
  • Maintain proper filing system for all procurement documents.

    Desirable Qualifications

  • Bachelor’s Degree in Purchasing and Supplies, Business Administration, or related field from an accredited academic institution.
  • At least five years professional experience in the field of procurement and logistics.
  • Working knowledge in international procurement a must.

    Position Title: Storekeeper

    Essential Functions

  • Receive/crosscheck all goods purchased for IOM and raise the Goods Received Note (GRN) against Purchase Order as evidence that goods have been delivered. All the GRN shall be crosschecked and approved by the Procurement and Logistics Assistant before the items are transferred to stores.
  • Maintain all IOM stocks with the highest degree of care, integrity, and honesty and in the most transparent manner.
  • Ensure goods/services received are of the right quality and that the quantity as described on the Purchase Order.
  • Update Bin Cards on daily basis
  • Handle all users requests and issue materials as per the agreed issuing schedule and procedures and using the appropriate documentation.
  • Maintain manual ledgers parallel to the computerized inventory database as a short term control tool.
  • Maintain, record and update Movement of Assets Forms e.g. laptops, projectors, computers, cameras etc… and ensure that the documents are properly filed.
  • Maintain, record, and update all Waybills issued for supplies/equipment transferred outside the IOM office and follow up on return of the waybill by the receiver.
  • Ensure stores cleanliness at all times.
  • Ensure the safety of the stores e.g. safekeeping of the keys, ensure fire extinguishers are working, etc.
  • Liaise with all users for the items received from suppliers to ensure that the right items have been delivered.
  • Archiving the old files kept in stores.
  • Setting up of re-order level for frequently consumed items.
  • Generate stock report on weekly basis for review by the
  • Procurement and Logistics Assistant, Dadaab.
  • Assign codes to items as per IOM specifications.

    Position Title: ITC Assistant

    Classification: G5/01

    Department: ITC (Resource Management)

    Duty Station: Kakuma, Kenya

    Type of contract: 6 months Special Short Term with possibility of extension

    He/she specifically will be responsible for:

  • Implementation, management and maintenance of Information Technology and Communication services in IOM Sub Office in Kakuma.
  • Providing onsite support to the above mentioned systems and services in the Sub Office.
  • Installation, configuration and upgrading desktop and laptop computers and software used in the mission.
  • Managing and maintaining the Sub Office’s communication systems/equipment including, mobile lines, PABX, VSAT, VOIP and other sat-phones, Internet access, International Faxing services, HF/VHF Radios and all other communication related matters.
  • Ensuring data and system integrity by setting up and administrating IT security systems: antivirus, backup routines, access controls, firewall and physical security.
  • Providing appropriate IT/Communication training to all users in the mission.
  • Design database systems and applications as required by local specifications and providing technical support to users.
  • Following IOM ITC Standards and liaising with IOM ITC departments in Manila for the installation and running of VPN-access to the WAN.
  • Maintain regular updates to the technical documentation for the voice and data networks.
  • Maintain/follow up appropriate maintenance contracts for all IT/Communication equipment.
  • Maintain IT inventory and necessary documentation for system maintenance and support procedures in the Sub Office.
  • Perform any other duties as may be assigned from time to time.

    Qualifications:

  • A Bachelor’s degree in MIS/Computer Science/Telecommunications and/or Engineering;
  • A holder of relevant certification especially A+, N+, MCSE and CCNA will be an advantage;
  • Ability to develop and maintain databases using MS Access, Visual Studio and/or SQL 2005 will be a definite advantage
  • Minimum 3 years of professional experience in managing computer networks preferably Windows 2003/2008 Server and Client;
  • Strong knowledge and working experience with Codan HF Radio systems data/mail replications and UUPlus Codan software;
  • Extensive knowledge on the use of messaging systems i.e. MS Exchange and hands-on support for MS Office products;
