Evaluator for ILO/IPEC Projects
The International Labour Organization' s (ILO) International Programme on the Elimination of Child Labour (IPEC) supports the progressive elimination of child labour worldwide, emphasizing, as a matter of urgency, the eradication of its worst forms.
IPEC works to achieve this through country-based programmes which implement concrete measures to end child labour, and through international and national advocacy and awareness-raising aimed at changing social attitudes and promoting ratification and effective implementation of ILO Conventions relating to child labour.
The Design, Evaluation and Documentation (DED) section of IPEC seeks to recruit qualified evaluators for three upcoming evaluation exercises.
The evaluations are independent mid-term evaluations of
major IPEC programmes dealing with the worst forms of child labour in Ghana, Kenya and in Lebanon and Yemen.
The evaluation exercise in Lebanon and Yemen will take place under the same framework but with a team of two international consultants.
The evaluation assignments will be of six-week duration.
The in-country evaluation missions are scheduled to take place in Ghana from March 19-30 2007, and for Kenya from April 9-20th and in Lebanon and Yemen in April (TBD: visits will take place in parallel with each team member in-country in Lebanon or Yemen for a two week duration) upon completion of the field visits, there will be two weeks for drafting and one week for finalizing the evaluation report in the evaluator's home country.
The ideal candidate for this position will have:
Proven experience in evaluations in the UN, multi-lateral or
bilateral system, preferably as team leader of evaluation team
Relevant background in social and/or economic development
Experience in the design, management and evaluation of development projects, in particular with local development projects.
Relevant regional experience, preferably prior working experience in the project countries
Experience in the area of children's and child labour issues and rights-based approaches in a normative framework is highly appreciated.
Experience in the area of education and legal issues would also be appreciated
Experience in the UN system or similar international development experience
Familiarity with and knowledge of specific thematic areas
Fluency in English and knowledge of local languages (especially Arabic for Yemen and Lebanon) would be an asset
Experience facilitating workshops for evaluation findings.
Knowledge of and experience evaluating gender issues
The Terms of Reference for the evaluation will be shared with the
evaluator once interest and availability have been confirmed.
