Human Resources and Support Operations Manager

Save the Children has a long history of engagement in Somalia and in Somaliland stretching as far back as 1954

This post is responsible for the overall management of all HR and Operational Support functions within the Somalia/Somaliland programme.

Operational Support functions are defined as Logistics, Administration (including IT) and Information and Communications.

Through the direct management of the three “national” managers of HR, Logistics and Information and Communications ensure that for all functions, and in all provincial offices, the Somalia/Somaliland Programme is not only meeting and maintaining the minimum standards in each of these areas, despite the physical access constraints, but is also acknowledged for developing best practice in these areas.

The incumbent is required to develop a high performing senior management team at national level which can support positions within the provincial office structures.

As a member of the CLT the position will provide strategic inputs for development of the program in defined areas of work and represent the program as appropriate.

Duties:

  • Ensure that easily accessible appropriate local (in country) policies and guidelines are in place that address all the minimum standard requirements related to HR, administration, logistics and Information and Communications.

  • Develop and maintain a high performing national HR and Operations Support management Team.

  • To provide overall management of budgets allocated to HR, administration, logistics and Information and communication functions.

  • To ensure that that safety and security guidelines are in place for the working environment and for guest houses.

  • Develop and propose realistic budgets for all the functional areas for the annual operational plan.

    Requirements:

  • Masters in Business Administration (or equivalent qualification)

  • At least 5 years of experience in working as a senior manager of administration and support services with an emphasis on HR management.

  • Preferably within an international NGO environment

  • Experience in staff management and supervision, and demonstrable ability to use different techniques to build high performance teams

  • A good understanding of IT including access to the internet as well as proficiency in windows operating system and Microsoft office software

  • Excellent spoken and written English Self-evident inter-personal skills

  • The ability to challenge poor practice constructively and to give direct actionable feedback on weaknesses

  • An excellent understanding of issues of diversity and experience of working with diverse teams and resolving issues of discrimination in the workplace.

  • Good personal organisation skills, including time management, and ability to meet deadlines and work under pressure

  • A proven capacity to prepare, monitor and manage budgetsStrong facilitation skills and proven experience in developing and delivering training modules

  • Willingness to travel to field offices (security permitting) and to work in difficult environment from time to time

  • A good understanding of Save the Children’s vision, mission and goals and an understanding of child rights programming.
