Background

The Global Water Partnership (GWP) is a worldwide network which has since 1996 successfully been supporting countries in their efforts to implement a more equitable and sustainable management of their water resources.

During this period, GWP focus has gradually expanded from global to regional, national and sub-national level.

The network spans over 60 countries in 13 regions, with its secretariat located in Stockholm, Sweden.

Position: Programme Officer

Reports to: Regional Coordinator

LOCATION: Entebbe Uganda

Overall responsibility:

The overall responsibility of the PO is to coordinate projects and activities in Technical goals 1 and 2 and build, develop and maintain key strategic partnerships as well as support the related Knowledge Management and Network activities (of goals 3 and 4).

Specific Duties

  • The Programme Officer (PO) is responsible mainly for the programmatic/technical Goals 1 and 2 in the new GWP n EA strategy.

    The PO also has responsibilities in Goals 3 (knowledge management) and Goal 4 (the GWP EnA network).

    The PO develops project proposals, documents and budgets, oversees project implementation with all Partners (strategic and country partners), reviews progress and reports to GWPO-Stockholm and all donors.

  • Under the GWP EnA programme, the Programme Officer coordinates with relevant Partners and the Regional technical Committee (RTEC) and manages the following:
  • Projects planning at local, national, transboundary and regional level which aim to put IWRM principles into practice
  • IWRM projects addressing certain development challenges – promoting the IWRM approach
  • Coordinating key knowledge management activities relating to projects in goals 1 and 2 as well as generally strengthen knowledge management in the GWP EnA network
  • Training on IWRM ToolBox - a GWP knowledge management tool.

    The PO also coordinates information on regional, national and local IWRM cases as input into the ToolBox.

  • Capacity Building Projects in collaboration with various regional IWRM capacity building institutions and networks – for raising the awareness and understanding of IWRM amongst practitioners.

  • Demonstration projects – Facilitating and demonstrating the use of IWRM tools and guidelines in promoting sustainable approaches to water resources use, development and management.
  • In addition, the PO coordinates the partners’ involvement and contributions to the following projects in liaison with the Regional Project Coordinator:

  • GWP EnA participation and support to African Water Week – coordinates the GWP EnA technical contribution and Partner involvement;
  • Social Accounatbility in WRM – supports the coordination of youth and gender activities andchapters in the network. Assisting in the development of projects and fundraising for gender, youth and disadvantaged, also ensuring their active participation in WRM activities at local, national and regional levels.

  • Coordinates and provides management support in developing country programmes and activities in liaison with the RPC and entire GWP EnA program team.

  • Support and Coordination of Water and Climate Development Program (WACDEP)- a multi-donor funded program aimed at enhancing resilience of developing countries to adverse climate impacts and adpation to climate change.

    Applications and Period of Service

    The position is a regional position and appointment is on contract duration which will initially be for one (1) years starting with a 6-month probation period renewable through annually extensions based on performance and availability of funds.

    The work station is Entebbe, Uganda, although work might necessitate trips to the other GWP EnA and beyond.

    Qualifications

  • An advanced university degree (MSc minimum) in natural resources management or other closely related field.
  • At least five (5) years post qualification experience, including experience in integrated water resources management,
  • Experience in a shared river-basin management context.
  • A demonstrated understanding of international and trans-boundary aspects of the management of shared river basins will be of added advantage
  • Proven ability to operate in a multi-cultural environment and to interact positively with a wide range of stakeholders within an international and multi-government context.
  • Proven ability to be a valued and contributing member of a multi-disciplinary team and to exercise high-level inter-personal skills in all situations.
  • Excellent written and spoken communication, including high-level fluency in the English language and an ability to transmit ideas and information in a clear, accurate and effective manner.

    Knowledge of French is an advantage.
