Early Warning Specialist, ACDI/VOCA, East Africa

Qualifications:

  • masters degree in Agricultural Economics, Civil Engineering, Natural Resource Management or related areas/ specializations such as hydrology or hydro-meteorology; Ph.D preferred

  • at least 5-7 years of practical experience with a master (and 3-5 with a Ph.D) of project management and research/policy analysis with rural organization and institution building, livelihoods and pastoral areas development; prior experience working on semi-arid and arid areas a plus

  • experience and demonstrated high capacity for undertaking analysis and technical report writing, ability to constructively review such material, work planning, and scheduling, data management, effective communication, conducting negotiations and coordination with senior staff in a multidisciplinary setting

  • demonstrated knowledge of the regional early warning and response systems and flood and drought management issues, institutional arrangements and knowledge of pastoral livelihoods and policy issues of the Mandera triangle region

  • demonstrated knowledge of the physical characteristics of the Mandera Triangle region consisting of Ethiopia, Kenya and Somalia

  • existing strong links with policymakers/ institutions involved in early warning and response systems development and implementation in the region are an added plus

  • expertise in early warning and response related knowledge management and information systems and related technology proficiency strongly desirable; basic proficiency in Microsoft Office and Internet based applications mandatory.

  • fluency in English and ability to communicate in languages spoken within the Greater Mandera region including Somali, Amharic, Oromo, Rendille, Boran, Kiswahili and/or Colloquial Arabic strongly desired
