Early Recovery Sector Programme Officer - Malawi (UN Development Programme)

The Consultant will advise and coordinate the implementation of UNDP’s post-flood early recovery programme.
This aims to meet the early recovery needs of households in specific flood-affected areas and build on previous support to DoDMA, District Assemblies, UN agencies and civil society partners in the area of early recovery planning.
Duties and Responsibilities:
The Consultant will support the activities of DoDMA, District Assemblies, UN agencies and civil society organisations in the implementation of this programme with the following objectives:
In collaboration with the UN RC office, support the establishment of an effective coordination mechanism for early recovery, integrated into developing humanitarian response coordination mechanisms.
Support the development of ER programmes through the strengthening of information collection, analysis and dissemination; and assessment and monitoring functions.
Facilitate the design of ER programmes within the broader humanitarian community.
Assist the UN RC in policy interface with Government, donors and civil society organisations regarding early recovery activities.
Competencies:
Demonstrated ability to coordinate and manage humanitarian and development programmes; manage and analyse information and produce clear and concise reports.
Excellent writing skills and Proficiency in Microsoft Word and ExcelExperience and understanding of humanitarian and development processes in Malawi.
Understanding of disaster risk reduction and early recovery and their application in development and humanitarian operations.
Required Skills and Experience:
Masters Degree in Development or related field.
Five to ten years experience in humanitarian coordination, relief and development programming.
Experience of working directly with Government line Ministries; the UN system and NGOs.
