1. Human Resource, Labor and Social Welfare Committee

The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate to provide a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).

Duties and Responsibilities

The specific duties and responsibilities will include:

• Management of the emerging Human Resource transition issues for instance staffing

• Coordinate the participation of County governments in local and regional Human resources related meetings with stakeholders

• Ensure easy access to HR updates, reports, bills and ensuring that the relevant parties have updated information

2. Health Committee Clerk

Duties and Responsibilities

The specific duties and responsibilities will include:

  • Assist in researching and developing position papers and well researched policy positions in relation to the devolved function of health, particularly in health financing and health systems
  • International best practices and emerging trends and technologies on healthcare delivery;
  • County Funding and capacity building including:

    1. Coordination of the implementation of the DANIDA support to all 47 county governments;

    2. Coordinate capacity building of Counties: accounting staff and records officers;

    3. Terms of Reference For Interns Supporting the Agriculture Committee.

    1.0 Background

    For better carrying out of its mandate, the Council of Governors has established sectorial working committees including the Agriculture Committee which is chaired by H.E. Nderitu Gachagua.

    Agriculture is fully devolved under the Fourth Schedule of the Constitution (2010) and given its importance to the Kenyan economy, there is need to streamline county activities in the agriculture, livestock and fisheries sector for effective service delivery.

    2.0 Scope of Assignment

    The assignment shall entail:

  • Assist in the activities of the Committee clerk at the Council to run the day to day activities of the Committee;
  • Analysis, review and monitoring of all policies and legislation at national and county level affecting the crops;
  • Conduct research work, analysis of documents and preparation of position papers, policy briefs, success stories in the agriculture sector;

    6. Monitoring and Evaluation Internship

    Background

    The Council of Governors has put in place a five year Strategic Plan 2013 to 2017.The plan clearly sets out development priorities that are expected over the planning period, the strategic key result areas that the Council is committing to, and a clear description of how it will address them.

    The Council of Governors also has established a Best Practice and Resource Centre to enhance documentation and sharing of best practices.

    The need for an intern Monitoring and Evaluation is to assist in development of a monitoring tools and produce periodical reports, among other duties.

    Description of tasks:

  • Under the direct supervision of Director Programmes, Council of Governors and the responsible officer for the unit the intern will undertake the following tasks:
  • Assist in data collection for providing timely and relevant information to the Council of Governors Sectoral Committees in order for them to incorporate in their plans and strategies;
  • Assist in developing tools for recording and reporting progress (or lack of) against strategic goals and specific program objectives of the Council of Governors;
  • Assist in review and analysis of monitoring reports in terms of progress and action needed by the various sectoral Committees
  • Assist the Council of Governors Sectoral committees in building capacity on M&E Framework development and implementation;
  • Assist in data collection, analysis of data and report writing on topical issues at the Council of Governors
  • Provide support and advisories to Council of Governors on M&E related activities Linkage with the County Planning Units and Directors in charge of Monitoring and Evaluation to advise on the progress on implementation of the County Integrated Development Plan (CIDP), Sectoral Plans, the Annual Development Plan and related programmes as well as emerging issues such as Sustainable Development Goals (SDGs)

    Furthermore, the intern is encouraged to:

  • Strengthen their knowledge and understanding of the concept of devolution by reading relevant COG and external publications and take active part in Council of Governors activities (for instance in events that mark and celebrate successes in devolution);
  • Contribute articles/write-ups on field experiences and submit them for COG publication/Websites, newsletters, press releases, etc.;

    Qualifications/Requirements:

  • A Bachelor’s Degree in Project Management and Planning, Economics, Statistics, Mathematics or any other relevant field.
  • Conversant with the Project Cycle and place of Monitoring, Evaluation and Learning in the same;

    Overall responsibility

    Responsible for providing protocol support to ensure efficient operation in protocol department.

    Duties and Responsibilities

  • Assist in scheduling courtesy calls and appointments with diplomatic corporations, government and prominent persons.
  • Provide technical support for International travel clearance, issuance of passports and visas to VVIPs.

    Responsible for mobilization of resources for the Council of Governors.

    Duties and Responsibilities

    11. Best Practice, Knowledge and Documentation Internship

    The Council of Governors is charged with the mandate of information sharing across all counties regarding implementation of devolution.

    The Council of Governors has begun the process of establishing a best practice centre to support in the implementation of the specific mandate of sharing best practices.

    The Best Practice Centre will be a multi-sectoral multi-stakeholder source of information for innovative practices implemented by counties and borrows from other external/international experiences for documentation, learning and sharing.

    It is for this purpose that COG is recruiting a Best Practice, Knowledge and Documentation Intern.

    Objective

    The objective of this position is to review, identify, collate, analyze, synthesize and document lessons learnt, experiences and best practices in the implementation of devolution on the ground in Kenya.

    Description of tasks:

    Under the direct supervision of Director Programmes, Council of Governors and the responsible officer for the unit the intern will undertake the following tasks:

  • Develop a knowledge management action plan and that will address the counties’ operational learning needs and help the COG identify, capture and share lessons with counties and various stakeholders.
  • Assess, report on, and promote innovative practice with a view to service improvement, establishment of new standards, and promotion of learning along the Council of Governors Sectoral Committees.
  • Serve as the point of contact for both the promotion of knowledge sharing activities; and, for the sharing of operational knowledge within COG, as well as among County Governments
  • Promote the active use throughout the counties of the knowledge sharing systems, tools and guiding principles.
  • Promote the integration of lessons learned, best practices and other operational knowledge into work processes, guidance and planning scenarios.
  • Produce, collect, store and disseminate best practice materials originating in the counties.
  • Prepare and share County Executive’s syntheses of lessons learned and recommendations documented in the COG’s Best Practices Toolbox reports.
  • Organize follow-up action as required on studies undertaken, seminars or workshops on counties’ specific best practices and lessons learned activities.
  • Liaise with national and international organizations and academic institutions on all issues related to knowledge management, and assist in the organization of inter-governmental policy consultation.
  • Provide other learning, research, policy and guidance services to the Council.
  • Perform other duties as required;

    Qualifications/Requirements

  • Bachelor’s degree in social studies or humanities related field especially socio economics, development studies, policy research and analysis or a related discipline
  • Experience with successfully managing and completing responsibilities related to government programs.
  • Experience with leading and communicating change management initiatives to diverse audiences is desired.
  • Experience in both qualitative and quantitative data analysis
  • Knowledge and experience in data analysis software
  • Thematic research experiences in different studies: cross-sectional, comparative and cohort studies.

    Scope of Assignment

    1. To assist in monitoring the current Bills before National Assembly, Senate and County Assemblies relating to Natural resource;

    13. Registry Assistant

    Requirements:

  • A certificate or Diploma in Records and Archives Management or Information Studies from a recognized Institution.
  • Computer literacy is a must. Good communication and interpersonal skills, time management should also be possessed.

    The Council operates under Thematic Committees which define engagement with The National Government agencies and other stakeholders.

    Objective of the assignment

    Tasks

    16. Communication Committee Internship

    Overall responsibility

    He or she will provide communication assistant on all matters pertaining to the implementation of the communication activities at the Council of Governors in accordance with the CoG strategic plan and the Terms of Reference.

    Duties and Responsibilities

    The specific duties and responsibilities will include:

  • Draft and writes speeches and press releases for the CoG Secretariat in consultation with the various committee
  • Liaise with County Communication Teams to source and provide information required for Communication for the CoG Secretariat
  • Work with the County Directors of Communication to ensure that there is sharing of information between CoG Secretariat and Counties
  • Write stories and features on success stories from Counties for placement in the media
