Analyst, Health Financing

The Clinton Health Access Initiative (CHAI) works to lower the price of treatment for HIV/AIDS, TB and malaria by working with pharmaceutical companies and other suppliers to reduce the costs of medicines and laboratory tests, and also partners with national governments to strengthen the systems required to deliver treatment.

In South Africa, CHAI is supporting the National Department of Health (NDOH) and the South African National AIDS Council (SANAC) in its implementation of the National Strategic Plan for HIV, TB and STI (2012-2016) strategic objectives.

Responsibilities:

Provide robust technical and analytical support to the in-country team, and actively participate in structuring the analytical approach and problem solving in areas such as:

  • Supporting design and implementation of long-term financial sustainability plans
  • Modelling current costs of providing key health interventions at the national and facility levels
  • Understanding current funding flows in the health sector, and modelling future trends
  • Reviewing specific funding channels to understand funding flows and potential areas of inefficiencies
  • Modelling to assess potential for improved efficiency and effectiveness of health sector interventions
  • Developing revenue projection models to assess potential for new, innovative financing mechanisms in the health sector

    Qualifications:

  • Bachelor’s degree and at least 2 years of professional experience in health financing, public health, economics, or international development strongly preferred. Other relevant experience may be considered.
  • Experience working with non-profits, overseas development agencies or other international organisations strongly preferred
  • Very strong quantitative skills, including significant experience working in Excel · Experience working in developing countries, particularly in health or HIV-related
  • Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders
  • Excellent organizational and problem solving skills
  • Ability to communicate technical matters and complex ideas to a wide range of audiences
  • Ability to multi-task and to be effective in high-pressure situations
  • Ability to work independently on complex projects
  • Highly motivated self-starter
  • Willingness to travel to rural areas

    Senior Research Associate

    Responsibilities:

    The Senior Research Associate will be responsible for:

  • Leadership and day-to-day management of the 3DE program to test its impact and ensure its broader use as appropriate
  • Technical oversight and coordination of the execution of the 3DE model, including adjustment of strategy and approach as appropriate
  • Provide support to the CHAI country teams in the day-to-day execution of the 3DE model
  • Build and manage relationships with relevant stakeholders in 3DE focus countries and with leaders in the global evaluation and research community
  • Ensure strong execution of operational deliverables, including budget management, donor reporting and additional fundraising as needed
  • Develop and manage execution of strategy for dissemination and broader impact of key findings generated through initial 3DE program

    Qualifications:

  • Post-graduate degree, preferably PhD or Masters degree in epidemiology, biostatistics, economics, or related field
  • Minimum 5 years of work experience in public health or a related field
  • Applied research experience preferable, including designing evaluation or operational research projects in developing countries
  • Demonstrated experience translating evaluation findings into successful, evidence-based programming
  • Exceptional relationship building and management skills involving multiple partners
  • Exceptional ability to communicate about research methods and results to untrained individuals and to adapt methods to overcome obstacles in developing country settings while maintaining rigor and speed
  • Experience working in a developing country
  • Willingness to travel
  • Ability to think strategically and problem solve in a fast-paced, multicultural environment.
  • Strong written communication skills and oral and written fluency in English

    Analyst, Human Resources for Health

    Responsibilities:

  • Engage in planning, coordination, and communications directly with the GRZ to launch and implement projects to alleviating the HRH crisis in Zambia. Respond to requests for technical assistance with speed and high-quality products.
  • Provide strategic guidance and technical assistance to the HRH team and GRZ by serving as a resource for all HRH data, best practices and evidence in the HRH sector
  • Assist with the management, updating, and modification of multiple, complex databases housed at CHAI, MoH, MCDMCH and the regulatory bodies and; produce and present analyses from large, complex databases to quantify different aspects of the HRH crisis in Zambia, and forecast the impact that different interventions could make.
  • Manage the CHA data system, building GRZ capacity, and generating quarterly reports
  • Collaborate with HRH team to implement evaluations both quantitative and qualitative
  • Partner with GRZ and HRH team to create sound and analyzable monitoring and supervision systems
  • Coordinate the development of healthcare worker registers with GRZ
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts
  • Support the M&E HRH Program Manager in all programmatic matters including report writing
  • Provide support to core HRH team to ensure that the objectives and deliverables of the CHAI Zambia HRH Program are met

    Qualifications:

    Minimum Qualifications:

  • Bachelor’s Degree with a minimum of four years work experience within a demanding and fast-paced environment
  • Proven track record of effective project management and ability to generate results
  • Very strong quantitative skills, including significant experience with financial modeling in Excel
  • Excellent written and verbal communication skills, and strong interpersonal capabilities
  • Ability to handle multiple tasks simultaneously and set priorities
  • Ability to maximize available data to provide strategic recommendations
  • Self-motivated and ability to work under pressure on complex projects
  • Ability to deal with sparse data and ambiguity
  • Ability to work cohesively with many stakeholders (e.g. MoH, MCDMCH, GNC, etc.)
  • Excellent quantitative, problem solving, analytical and statistical analysis skills (including strong Microsoft Excel skills and experience with STATA or SAS)
  • Proficiency with MS Word, Excel, and PowerPoint
  • Ability to generate data driven reports and work in a fast-paced environment
  • Experience working effectively with diverse teams vWillingness to travel domestically

    Analyst - Health Commodities

    Responsibilities:

  • Overall work closely with the State Department for Health, the various County Governments and implementing partners in the Implementation of a sound commodity management platform at national and county levels
  • Develop and implement innovative strategies to support increased availability of the recommended commodities for primary health care as detailed in the national Essential Medicines List at all points and levels of access in the public sector
  • Develop and implement innovative strategies to reach and change current health provider behavior towards commodity management through various initiatives aimed at inducing efficiency and effectiveness in the management of the listed commodities in the EML
  • Constantly develop relationships with relevant players in the commodity market including national and county level procurement and supply chain managers
  • Provide technical assistance to the various levels and divisions in the national and county governments responsible for forecasting and quantification of commodities in the EML
  • Provide robust data management and analytical support to capture relevant data and analyze it for decision making purposes
  • Constantly assess progress post-implementation and initiate a change of focus or strategy to new directions better placed to deliver expected results
  • Perform any other duties as assigned by the Program Manager

    Qualifications:

  • A Bachelors degree in Pharmacy, Medicine, Nursing, Health Systems, Business Administration, Marketing, Economics, Public Health or other related disciplines
  • A minimum of 2 years work experience in the management/dispensing of pharmaceutical products
  • Ability to demonstrate both public health and health systems aptitude
  • Exceptional analytical, research and presentation skills of qualitative and quantitative data
  • Strong communication (written and verbal) skills
  • Strong interpersonal skills with proven ability to build relationships in a multicultural environment
  • Ability to work in a high-performance environment with demonstrated ability to respond to changing program needs
  • Ability to work independently, self-motivate, and to propose and implement new initiatives
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities
  • High level of proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word. Knowledge of MS Access, PHP language web systems and MySQL Server database knowledge would be a significant advantage
