Chief Finance and Procurement Officer

With community health programmes in large geographical areas in Central and South Asia, as well as in East Africa, and more than 200 health facilities including nine hospitals, the Aga Khan Health Service (AKHS) is one of the most comprehensive private not-for-profit health care systems in the developing world.

AKHS provides primary health care and curative medical care in Afghanistan, India, Kenya, Pakistan, and Tanzania, and provides technical assistance to government in health service delivery in Kenya, Syria and Tajikistan.

AKHS, provides the Ministry of Public Health’s (MoPH’s) Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS) in Badakhshan, Baghlan and Bamyan provinces of Afghanistan.

Job Summary:

  • A member of the Senior Management Team, the Chief Finance and Procurement Officer will oversee the financial management of AKHS.

  • This includes oversight, improvement and establishment of systems and procedures, cash management and control, procurement, grants and subcontract management, budget preparation, and accounting.

  • The position will also be responsible for managing, training and mentoring finance staff.

  • The Chief Finance and Procurement Officer will work closely with Aga Khan Foundation, Afghanistan and AKHS head office to ensure compliance and effective and proactive fiscal management of programs and sub-grants.

    Qualifications and Experience:

  • Professional finance qualification such as CPA, CA, ICMA, ACCA or a master’s degree in accounting from a recognized university.

  • At least five years of experience with non-profit organizations at senior management level

  • Experience of supervising a large finance team in an international setting is desirable.

  • Ability to function effectively in a complex work environment, deal effectively with competing priorities and proactively participate in strategic planning.

  • Willingness to participate and contribute as a team member.

  • Fluent in written and spoken English.

  • Excellent communication skills with the ability to present financial matters to non-financial managers and discuss proposals with institutional donors and other relevant parties.

  • Proficiency in excel and accounting software preferably scala.

  • Willing to travel to regional offices.
