CARE - Safety and Security Officer

CARE International in Kenya is looking for suitably qualified candidates to fill the following positions in Northern Kenya.

Safety and Security Officer for our Emergency and Refugee Operations (ERO) Programme in Dadaab, North Eastern Province REF: HR2009/08/13.

Reporting to the Senior Programme Manager, the incumbent will oversee the smooth running of the Safety and Security department within the project.

S/He will be responsible for the overall safety of both human and property resources within the project ensuring that there is always adequate coverage and that laid down procedures are adhered to.

Key Responsibilities:

  • Supervise the allocation of duties and responsibilities for the privately contracted security firm guarding CARE premises in ensuring adequate coverage at all times.
  • Effectively monitor all security operations ensuring timely intervention and resolution in areas of concern and responsible for gathering all security information in the NEP region; anaylse and disseminate security information to the relevant offices.
  • Supervise CARE security staffs and the entire safety and security unit function including planning, organizing and coordinating security escorts for CARE ERO operations.
  • Liaise with other agencies on matters of security ensuring that all are well versed with the general security situation in the region and that there is unity of purpose in tackling security issues.
  • Monitors all staff and vehicle movement in the region ensuring that there is effective tracking of the same.
  • Proposes and manages a security related budget that ensures prudent utilization and effective monitoring of the same.
  • Compile relevant and accurate security reports that are timely and informative.
  • Responsible for adequate emergency preparedness within the NEP region through the provision of adequate equipment, materials and effective trainings in firefighting, evacuation and first-aid.
  • Formulates and ensures implementations of the general safety and security guidelines and rules of the projects.
  • He/she must carry themselves in an exemplary manner so as to be a role model to all staff especially on matters touching on safety and security.
  • Updates and ensures that a security briefing pack is available for visitors and new staff coming into the region.
  • Liaises closely with the Safety and Security Manager, CARE Kenya on the regular updating of the Security Management Plan and the CARE Dadaab safety and security Contingency Plan.

    Required Skills and Qualifications:

  • A holder of a degree in social sciences or a security related discipline
  • Must have at least 5 years experience gained either in the Kenya Police or the Armed Forces and have attained the rank of Inspectorate and above or its equivalent in the armed forces
  • Trained and with adequate experience in various safety procedures including fire fighting, first-aid and evacuation.
  • Should have excellent investigation, report writing and communication skills.
  • Must be at least 30 years of age and be well organized and have ability to priorities.
  • Must have strong interpersonal skills and be a team player
  • Ability to work with less supervision in a hardship area.
  • Excellent computer skills in MS- Word and spreadsheet packages
