Budget Assistant:


The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General.

They support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services.

This post is located in the Budget and Financial Management Service (BFMS), Division of Administrative Services (DAS), at the United Nations Office at Nairobi (UNON).

The incumbent reports to the Chief, Budget Section and will perform the following functions:

Budget Preparation and issuance of allotments:

  • Provide support in review, analyses and preparation of medium-term plan and revisions;

  • Undertake research and provides support to chief BFMS and the budget officers;

  • Assist Section Chiefs in the elaboration of resources requirements for budget submissions;

  • Assist in the finalization of cost estimates and budget proposals and ensure compliance with the medium –term plan and other legislative mandates;

  • Prepare UNON extra-budgetary allotments;

  • Provide input into the preparation of allotments ensuring appropriate expenditure;

  • Monitor budget implementation/expenditures and recommend reallocation of funds as necessary;

  • Monitor UNON related budget certifications, obligation and expenditures;

  • Verify accuracy of posted expenditures against obligation and allotments and request corrections, adjustment as appropriate;

  • Ascertain validity of un-liquidated obligation and ensure that requested corrections are effected.

    Review of client request for goods and services, post management:

  • Review requisitions for goods and services;

  • Monitor extra-budgetary resources ensuring compliance with regulations and rules;

  • Review request for Personnel Action and obtain certification;

  • Validate allotment accounts indicated on travel requests and pre-encumbrances;

  • Provide new post numbers and budget line for approved posts;

  • Compile, maintain and update the Budget Performance Report and Financial status report;

  • Provide assistance in calculation of Common Service Billing and Liaison with internal and external counterparts.

    General duties:

  • Keep updated records;

  • Verified validity of overtime claims and obtain certification;

  • Maintain allotments files, expenditures report files;

  • Perform other duties as assigned.

  • Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Accountability: Takes ownership of all responsibilities and honours commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.


  • High school or equivalent diploma.

  • course work/training in administration/budgeting, finance or directly related fields highly desirable.

  • A minimum of 6 years of progressively responsible experience within a large organisation in administration/budget finance or other related fields.

  • English and French are the working languages of the United Nations Secretariat.

    For the post advertised, fluency in oral and written English is required. Knowledge of a second UN language is desirable.

  • Good computer skills with proficiency in IMIS, MS Excel and knowledge of other related microsoft softwares are required.
